Incident at the 9000 block of Curtis Drive in Canutillo UPDATE

UPDATE - El Paso, Texas - On December 11th, 2022, at approximately 3:00 pm., El Paso County Sheriff's Office Deputies responded to reports of an individual who was shot at the 9000 block of Curtis.

Upon arrival, deputies located a juvenile male with several gunshot wounds, and he was transported to a local hospital. The El Paso Sheriff's Office, Major Crimes Unit, was requested and took over the investigation. During the investigation, 20-year-old Ezequiel Covarrubias was identified as the individual who shot the juvenile male, 16 years old. Covarrubias was arrested for Criminal Attempted Murder and booked into the El Paso County Detention Facility. Covarrubias was also arrested for outstanding criminal warrants for Sexual Assault and Possession of a Controlled Substance PG 1/1B<1G bond. Covarrubias's total bond for all charges was set at $403,000.

VIAPATH ELECTRONIC MAIL SERVICE FOR THE JAILS

El Paso, TexasThe El Paso County Sheriff’s Office Detention Bureau will implement VIAPATH Mail service for inmates in the Detention facilities starting December 14th, 2022.  This service is an essential security feature for our jails. Not letting paper-based mail into a facility stops the admittance of contraband and drugs hidden in ink or behind stamps on paper mail. With VIAPATH’s mail scanning feature, all mail is safely collected, handled offsite, and forwarded to our facility electronically. However, before our facility can process mail scans, friends, and family of the inmates at our detention facilities will need to send their mail to a different address than they have been sending. The new address is at an offsite facility that handles mail scanning.

Once the mail is sent to the mail scanning service and processed, the detention staff can then review, approve, deny, and sort their incoming mail electronically instead of having to sort through and handle potentially dangerous paper mail that otherwise could be providing drugs or other contraband to inmates at our facility.

When the scanned mail is approved, the inmate will receive a facility message saying that he has received mail, and they can read their scanned mail on the tablet.

AGGRAVATED ROBBERY AT THE 12000 BLOCK OF ACEVEDO

December 13, 2022

El Paso, Texas – On December 12, 2022, El Paso County Sheriff’s Deputies assigned to the Peter J. Herrera station responded to the 12000 block of Acevedo in reference to an Aggravated Robbery that had just occurred. The Offenders forced entry into the residence, threatened the victims with a knife, and appropriated the victim’s cell phone and Chevrolet Silverado pickup truck. During the investigation, detectives positively identified 17-year-old Carolina Cervantes, and 20-year-old Angel Flores, as being involved in the incident.

Flores was arrested for two counts of Aggravated Robbery and one count of Burglary of Habitation with a total bond of $90,000.00, and Cervantes was arrested for Theft of Property with a bond of $2,000.00. Flores and Cervantes were booked into the El Paso County Jail without further incidents.

OPERATION SAVE SANTA

El Paso, Texas On December 10, 2022, The Borderland 100 Club invited the El Paso County Sheriff's Office to participate in their 2nd Annual Operation Save Santa event at the War Eagles Air Museum in Santa Teresa, New Mexico. Sheriff's Office Deputies assisted by displaying one of our patrol units at the Touch-A-Truck section, where children and their families could meet with different first responders. One of our patrol units was displayed, as well as equipment used by deputies to conduct their daily duties. Those in attendance were also interested in how to join the El Paso County Sheriff's Office. As we know, "The Borderland 100 Club" is a nonprofit organization that supports first responders.

CHRISTMAS IN THE VILLAGE

El Paso, Texas On December 10, 2022, the El Paso County Sheriff's Office deputies with the Northwest Patrol Station assisted the Village of Vinton with their "Christmas in the Village" event at Dr. Applegate Park in Vinton, Texas. The event was a drive-thru setting, where residents from Vinton and Canutillo could take their children, meet Santa, and receive a gift.

Narcotics Operation at the 1200 block of Horizon Blvd.

El Paso, TexasOn December 8, 2022 at 1:10 pm., The El Paso County Sheriff's Office was conducting a Narcotics Operation at the Petro Truck Stop at 1295 Horizon Blvd. During the operation, the driver attempted to flee in his vehicle and, doing so, struck a Sheriff's Office detective and a Sheriff's Office vehicle. The offender drove off, fleeing through the Petro parking lot but eventually abandoned the vehicle allowing the occupants to flee on foot.

After a brief foot pursuit, the driver was taken into custody and placed under arrest. The Sheriff's Office can confirm that an officer-involved shooting occurred during the incident and that a detective was injured after being struck by a vehicle. The detective was transported to a local hospital with minor injuries and has since been released.

The driver has been identified as 22-year-old David Angel Roque and was placed under arrest for Criminal Attempted Capital Murder ($ 500,000.00 bond) and two outstanding criminal warrants for Manufacture Delivery of Controlled Substance (Penalty Group 1 / 4g to 200g) and Manufacture Delivery of Controlled Substance (Penalty Group 1 / 1g to 4g).

The detective's name will not be released at this time. The investigation is still ongoing, and no other details will be released at this time.

El Paso, Texas – The El Paso County Sheriff’s Office Community Service section has received numerous requests for Christmas toys. Calls are coming in daily due to families going through hardships due to the economy. On December 5th, 2022, El Paso County Sheriff’s Office had volunteers from ADP Inc., who volunteered to help wrap hundreds of gifts so the little ones would be surprised that Santa stopped by their home. Sheriff’s Deputies from the Community Service have been busy making deliveries to hundreds of children in El Paso County. On behalf of the El Paso County Sheriff’s Office, we want to thank these fantastic ladies who donated their time and assisted the Sheriff’s Office by wrapping over 500 toys and bringing smiles to the little ones.

Comments on DA Resignation from Sheriff Richard D. Wiles

I have been asked by some members of the media for my comments on the resignation of District Attorney Yvonne Rosales. First, let me say I am confident that with the right leader, the Office of District Attorney can recover quickly and work to overcome the serious deficits we have seen as far as staffing, dismissed criminal cases, and the handling of serious cases that need the most diligent attention.

This situation brings to the forefront the discussion of the qualifications of individuals who seek to be elected to public office. As you are aware, the current requirements for elected positions usually deal with citizenship, age, and residency time in the area they are seeking election. What is obviously missing is the education, training, and experience related directly to the position they seek. Most importantly, public service presents its own unique and important characteristics, and candidates must be able to manage in that realm.

While the qualifications for District Attorney in Texas also include a provision for being a “practicing lawyer or judge”, I think it's fair to say that just because you can be a lawyer doesn’t mean you can manage a District Attorney’s Office with all the important aspects that it entails.

For instance, take the position of Sheriff in Texas. Other than the routine requirements, none are related to education, training, and experience. Personnel, budgets, civil service, collective bargaining, disciplinary practices, reduction of litigation, as well as interactions with media, community members, and employees are certainly comparable between Sheriff’s Offices and Police Departments. But compare the requirements for each job. Typically, the requirements for a Police Chief include a Bachelor’s or Master’s Degree, a significant number of years of experience (especially in supervisor and management positions), and a significant number of training hours in specific topics, among other requirements. But to be elected as a Sheriff in Texas only requires you to be 18 years old, a US citizen, and a minimum number of months residing in the State and County.

Suffice it to say, just because you are a law enforcement officer doesn’t mean you can manage a Sheriff’s Office; municipalities understand this, hence the increased qualifications for Police Chief. In the interest of improved public service, which we as citizens deserve since it is our tax money that funds these elected positions and Offices, we need to improve the qualifications and requirements for an individual who seeks public office. Until that occurs, it is incumbent upon each voter to require the proper qualifications, training, and experience from the office-seeker prior to casting their vote.
