TXDOT ENCOURAGING DRIVERS TO USE EXTRA CAUTION WHILE DRIVING THROUGH WORK ZONES

April 29, 2021

El Paso, TX – Even with less traffic during the pandemic, Texas work zone fatalities increased 9% in 2020 compared to 2019. That is why TxDOT is calling on drivers to make safety their number one priority at all times and especially when passing through active construction and maintenance work zones on the roadway.

TxDOT’s “Be Safe. Drive Smart.” campaign is marking National Work Zone Awareness Week, April 26–30, with safety tips to reduce work zone fatalities. Last year, there were more than 22,000 traffic crashes in Texas work zones with 186 people killed, including four road workers. “We know driving through work zones can be challenging,” said TxDOT Executive Director James Bass.

“There can be extra congestion, slow-moving heavy equipment, temporary barriers, and vehicles that make sudden stops. We can’t stress enough how important it is to give driving your full attention and slow down—for your own safety and that of the people who work alongside the road.” Drivers and their passengers account for the majority of those who have died in work zone crashes. In 2020, 147 motorists and vehicle passengers were killed in Texas work zones, along with 35 pedestrians and bicyclists and four road workers.

To help drive home safety reminders, the TxDOT El Paso District will distribute educational videos on their social media platforms and have placed two life-sized reminders in two parts of town – creatures created by maintenance staff from previously hit orange barrels.

Safe-T-Rex on our Montana project in Far East El Paso and Work Zone Willy near the Spaghetti Bowl on our I-10 Connect project are up reminding drivers not to text and drive and not to speed.

In the El Paso District in 2020, there were 789 traffic crashes in work zones, resulting in 4 fatalities and 3 serious injuries. In El Paso in 2020, there were 626 traffic crashes in work zones, resulting in no fatalities and 2 serious injuries.

The Texas Mutual Insurance Company, which helps employers prevent workplace incidents and their consequences, is partnering with TxDOT to promote safe driving.

The “Be Safe. Drive Smart.” campaign outlines five key steps drivers can take to safely navigate a work zone:

1. Slow down. Follow the posted speed limit and drive to conditions. Unsafe speed is one of the main causes of crashes in work zones.

2. Pay attention. Avoid distractions, keep your mind on the road and put your phone away.

3. Watch out for road crews. The only protective gear they wear is a vest, a hardhat and safety boots.Remember, they want to get home safe, too.

4. Don’t tailgate. Give yourself room to stop in a hurry if you need to. Rear-end collisions are the most common kind of work zone crashes.

5. Allow extra time. Road construction can slow things down. Count on it, and plan for it.

Traffic fines double in work zones when workers are present and can cost up to $2,000. Failure to heed the Move Over/Slow Down law can also result in a $2,000 fine. State law requires drivers to move over a lane or reduce their speed to 20 mph below the posted speed limit when approaching a TxDOT vehicle, emergency vehicle, law enforcement, tow truck or utility vehicle stopped with flashing lights activated on the roadside.

“Be Safe. Drive Smart.” is a key component of #EndTheStreakTX, a broader social media and word-of-mouth effort that encourages drivers to make safer choices while behind the wheel such as wearing a seat belt, driving the speed limit, never texting and driving and never driving under the influence of alcohol or other drugs. Nov. 7, 2000 was the last deathless day on Texas roadways. #EndTheStreakTX asks all Texans to commit to driving safely to help end the streak of daily deaths.

SHERIFF’S OFFICE LAUNCHES CRISIS INTERVENTION UNIT

April 20, 2021

El Paso, TX – Sheriff Richard Wiles and the El Paso County Sheriff’s Office in partnership with Emergency Health Network have established a Crisis Intervention Unit to respond to incidents involving a mental health crisis.

The unit is made up of three teams, and since April 12, 2021, one deputy and a clinician respond to calls involving mental illness servicing all of the unincorporated areas of El Paso County.

The Crisis Intervention Unit is trained to recognize mental illness, to enhance their verbal crisis de-escalation skills, and to provide a more streamlined access to community-based mental health services.

“When citizens call the police for a loved one or individual suffering from a mental health crisis, they expect a response that will provide protection from harm and a path of treatment.” “These types of calls can be very challenging and should, when possible, be handled by mental health professionals.” – Sheriff Richard Wiles

NATIONAL PRESCRIPTION TAKE BACK DAY

April 19, 2021

El Paso, TX On Saturday, April 24, 2021, from 10 a.m. to 2 p.m., The Drug Enforcement Administration (DEA) will provide the public the opportunity to rid their homes of potentially dangerous expired, unused, or unwanted prescription drugs. The service is free and anonymous, no questions asked.

The Sheriff’s Office will designate two locations as DEA collection sites for this event. To ensure the safety of all participants, this year the event will be conducted as a curbside or drive-thru. (The DEA cannot accept liquids or needles, only pills or patches.)

· East Montana Patrol Station – 12501 Montana Ave.

· Northwest Patrol Station – 435 E. Vinton Rd, Suite D.

In October 2020, Americans turned in 493 tons of prescription drugs at more than 4,587 sites operated by the DEA and 4,153 state and local law enforcement partners.

This initiative addresses a vital public safety and public health issue.  Medicines unattended in home cabinets are highly susceptible to diversion, misuse, and abuse. Rates of prescription drug abuse in the U.S. are alarmingly high, as are the number of accidental poisonings and overdoses due to these drugs.  Year after year the Substance Abuse and Mental Health Services Administration’s National Survey on Drug Use and Health show the majority of misused and abused prescription drugs are secretly obtained from family and friends. In addition, Americans are now advised their usual methods for disposing of unused medicines—flushing them down the toilet or throwing them in the trash - pose potential safety and health hazards.

OPPOSITION OF HOUSE BILL 1927

OPPOSITION OF HOUSE BILL 1927

April 15, 2021

El Paso, TX – “I understand that HB 1927 is being addressed today in the Texas State Legislature. Below are reasons I oppose the current legislation:

Current licensure requirements, specifically those requiring ‘hands on’ training and qualification ensure gun owners are not only aware of applicable laws, but also aware of the responsibility that comes with gun ownership – to include safety and accountability. In addition, many current licensure courses teach ‘de-escalation’ tactics should a direct confrontation ever arise. While perspective gun owners may believe they are capable of handling their weapon, the current process ensures it.

Licensure and/or certification is required for many types of industry; food handling, cutting hair, hunting, fishing, etcetera and to exempt the owner/handler of a weapon from the same type of minimum standard qualification or understanding doesn’t seem prudent – especially in today’s environment.

In short, this bill would potentially increase the number of untrained individuals carrying weapons and erode safeguards currently in place that ensure safe, responsible, educated, gun ownership. In addition, it is conceivable that many new gun carriers would go ‘un-vetted’ making the job of law enforcement much more dangerous than it already is.

For these reasons, I do not support HB 1927.” – Sheriff Richard D. Wiles, El Paso County Sheriff
