The Planning and Development Department is a Division of El Paso County Public Works and was established by the Commissioners Court in 2018 as a direct response to the increased growth in the County’s unincorporated areas. These areas have grown an average of 100 percent since the 2010 Census, so it was critical to establish a team to focus on managing long-term growth to be able to see past the now and look toward tomorrow collectively. At the end of the day, our commitment to ensure we provide excellent services to our community — whether it’s a resident requesting a driveway permit or completion of a major transportation project — we will deliver these services efficiently and effectively.

The core functions of the Department are divided into four individual divisions:
