The District Clerk’s Office serves as an acceptance agency for the US Department of State. Call our office to set up an appointment at (915) 546-2021 extension 3397 to obtain passport acceptance services. Walk-ins will not be accepted. Please be advised that the U. S. Department of State does not have a precise turnaround time. If you do not have a life-or-death emergency, you will experience significant delays before receiving your passport and the return of your citizenship documents such as previous passports, and birth and naturalization certificates. Once the application process is complete, the application, and your original documents CANNOT be returned to you.

You must arrive on time to your appointment. We are located at 500 E. San Antonio, Suite 103, El Paso, Texas 79901 (1st floor of county courthouse). Only the applicant(s) (and parents, if applicable) will be allowed inside the courthouse/office. If you are more than 10 minutes late, your appointment will be forfeited and you will need to reschedule.

We are committed to protect you and our county employees and it is our goal to expedite the passport acceptance process as quickly as possible; therefore, applicants will not be allowed to complete form(s) inside the courthouse nor the District Clerk’s Office. It is imperative that all forms are completed before entering. DO NOT sign the passport application as the passport acceptance agent is required to witness the applicant’s signature.

Appointments will need to be rescheduled if any documentation is missing.

The following are required:

• DS-11 Form must be filled out (#s 1-22) in black ink
• Original proof of citizenship and a copy (Birth Certificate, Certificate of Naturalization). If you do not have the original birth certificate, please visit the El Paso County Clerk’s website for further assistance http://www.epcounty.com/clerk/
• Valid Identification and copy (front and back) for applicant and for parents of minors applying, such as a driver’s license, State Issued Identification, Visa BCC or Military ID
• One Color Photo (2x2)
• Payment to Department of State- Personal check or Money Order
• Payment for Processing Fee (Cash, Money Order, Debit/Credit Card (convenience fee applies to all debit/credit card payments)
• All applicants must be present.
• For applicants 16 & 17 years of age, one parent must be present
• Copies of ID’s and citizenship evidence that is needed for the application can be obtained at our office for a cost of $1.00 per page.
