AGGRAVATED ASSAULT WITH DEADLY WEAPON - Lavar T. Mower

EL PASO, TX – On November 2, 2023, El Paso County Sheriff’s Office Deputies assigned to the Northwest Patrol Station were dispatched to the 7600 block of De Alva in reference to a subject with a gun. Upon arrival, deputies met with the victim, who advised them while he was outside at the front of his residence, a subject showed up and pointed a rifle directly at him. The victim stated he feared for his life by the subject’s actions and believed the subject acted in this manner because of their relationship with a person in common. After the on-scene investigation, Deputies were able to make contact with the identified male subject, who was taken into custody. The subject appeared to be highly intoxicated and was later identified as 70-year-old Lavar T. Mower. Northwest Patrol Station detectives were requested to assist, and a search warrant was obtained, which yielded to the recovery of the weapon used by Mower in the commission of the crime. Mower was arrested and charged with Aggravated Assault with Deadly Weapon. Subsequently, Mower was processed and confined in the El Paso County Jail. Mower’s bond has been set at $10,000.

DWI ARREST – JOHN RIVERA

EL PASO, TX – On Monday, November 6, 2023, at approximately 1:44 a.m., a deputy assigned to the Montana Patrol Station was dispatched to a single-vehicle motor vehicle accident at the intersection of Nuevo Hueco Tanks and Gateway East. Upon arrival, the deputy made contact with the male driver, identified as 30-year-old John Rivera. While being placed under arrest, Rivera began to resist and became combative. As a result of the struggle, he was tased and ultimately subdued without further incident. Rivera was charged with Driving While Intoxicated and Resisting Arrest. Rivera was booked into the El Paso County Jail under a $3,500 bond.

EL PASO, TX – On November 2, 2023, Community Service Deputies from the El Paso County Sheriff's Office visited America's High School, located at 12101 Pellicano in El Paso County, Texas, to speak to Ms. Myrna Lozano's Law Enforcement students. They discussed their experiences with paranormal incidents while on patrol, as well as other patrol-related incidents such as traffic accidents, felony arrests, and past S.W.A.T. incidents. Additionally, the Community Services section expressed gratitude towards the students from Ms. Lozano's class for volunteering in the Annual Explorer Post 2005 Haunted House event. PETER J. HERRERA VEHICLE THEFT PREVENTION EVENT

EL PASO, TX – On November 4, 2023, Deputies assigned to the Peter J. Herrera Targeted Response Unit hosted a vehicle theft prevention event at the San Eli Supermarket at 11980 Socorro Road. The event allowed Hyundai and KIA vehicle owners to get free steering wheel lock and Lock it or Lose it pamphlets. Deputies engaged community members and provided tips for keeping their vehicles secure. A total of 125 steering wheel locks were issued during this event. Hyundai of America provided the steering wheel locks. Deputies, Constable's Office Precinct 6, and EPPD ATTF will be hosting another vehicle theft prevention event on December 2, 2023, at the Neighborhood Walmart located at 10301 Alameda Avenue. VIN Etching Event December 2, 2023

EL PASO, TX - The El Paso County Sheriff's Office and Constable Precinct 6 cordially invite you to attend a VIN Etching event on Saturday, December 2nd, at the Walmart Neighborhood Market at 10301 Alameda Ave. The event will commence at 8 AM and conclude at noon. Vin etching involves permanently engraving a federally registered vehicle's identification number onto its windshield and other windows. Steering locks will also be available until supplies are exhausted.

DRUG AWARENESS PRESENTATIONS FOR THE MONTH OF OCTOBER

EL PASO, TX - For October, El Paso County Sheriff's Office Sgt. Hernandez and Deputy Alvillar did several Drug Awareness presentations at the following schools: Gonzalo & Sofia Garcia Elementary, Bill Childress Elementary, Park Elementary, Davenport Elementary, Travis Elementary, Harmony School of Science Middle and High School. These presentations serve as a platform for raising awareness about the dangers and consequences associated with drug use, as well as providing valuable information on prevention strategies and available resources for those seeking help. During drug awareness presentations, the deputies discuss various topics to ensure a comprehensive understanding of the subject matter. These topics may include the different types of drugs and their effects on the body and mind, the potential risks and consequences of drug abuse, the signs and symptoms of addiction, and the importance of seeking professional help for those struggling with substance abuse. Students and staff from all these schools were very appreciative of the Sheriff's Office for going to their schools and educating them about the dangers while also equipping them with the knowledge to support and assist others who may be struggling with substance abuse.

TRUNK OR TREAT AT THE VILLAGE OF VINTON

EL PASO, TX - On October 30th, deputies from the Sheriff's Office Northwest Patrol Station collaborated with the City Hall of the "Village of Vinton" to commemorate Halloween through a "Trunk or Treat" event at 436 E. Vinton. The deputies adorned their patrol vehicles and distributed confectionery to children in the Canutillo and Vinton regions. Additional organizations participating in the event included the Constables Office from Justice of the Peace #7, West Valley Fire Department, Operation Hope, and various local businesses. Deputies seized the opportunity to guide children and parents regarding the importance of ensuring their safety while traversing the neighborhoods during the Halloween festivities.

Active Shooter Presentation at the 38th Annual Tadro Conference

El Paso, Texas – On October 27, 2023, The El Paso County Sheriff's Office provided a Civilian Response to Active Shooter Events presentation at the 38th annual Texas Association of Domestic Relations Offices (TADRO) conference. TADRO is a state-wide organization of county Domestic Relations Offices and affiliated offices. The mission of TADRO is to provide training, information on best practices, and share information among the member Domestic Relations Office and to provide educational and informational services to the public. TADRO Conference attendees were trained on the Avoid, Deny, defend (ADD) strategy developed by ALERRT. The presentation provided strategies, guidance, and a proven path for surviving an active shooter event.

ARREST – SILVESTRE ROBLES

EL PASO, TX - On October 29th, 2023, Deputies from the East Montana Patrol Station were dispatched to 14700 Montana about a possible vehicle theft. While on the scene, Deputies learned the Offender had outstanding criminal warrants for his arrest. After confirming the warrants, Deputies located and identified the Offender at the 16000 block of Desert Storm. During the investigation, the Offender, 53-year-old Silvestre Robles, resisted the arrest and also provided the Deputies with false identifying Information. Robles was subsequently booked into the El Paso County Jail for Theft of Property >=$750<$2,500, Fraudulent Use or Possession of Identifying Information < 5, Failure to Identify Fugitive Intent, Give False Info and Resist Arrest, Search or Transport.

Trunk or treat event at Starbucks

El Paso, Texas – On October 28, 2023, at approximately 1700 hrs., El Paso County Sheriff’s Office Deputies from the East Montana Patrol Station were invited by our local Starbucks partners located at 12161 Eastlake in El Paso County, Texas, to participate in their first annual Trunk or Treat event. Deputies and several employees decorated their vehicles and passed out candy to several children from the community.

"WALK TO SCHOOL" event at Deanna Davenport Elementary

EL PASO, TX - On November 2, 2023, the deputies from Northwest Patrol Station and Traffic section actively participated in the "Walk to School" Day event. This event was organized in collaboration with the staff from Injury Prevention and Safe Kids of the University Medical Center of El Paso, who had previously delivered presentations to the children. The deputies kindly emphasized to the children the importance of consistently utilizing the sidewalks, adhering to the regulations of the road by obeying traffic signs and signals, crossing streets exclusively at designated crosswalks, and diligently practicing the habit of looking in both directions before crossing any thoroughfare. Subsequently, the deputies, along with the teachers and staff, accompanied the children to a nearby park in order to effectively showcase and reinforce the knowledge. It was a very positive experience as the children showed they had learned how to walk to school safely.

The El Paso County Sheriff's Office is thrilled to announce that 20 of its officers were honored with gift cards generously donated by Academy Sports + Outdoors on October 27, 2023. These officers were nominated by their leadership for exemplifying outstanding professionalism, work ethic, and dedication to community service.
In recognition of their exceptional contributions and commitment to public safety, each nominated officer was presented with a $100 gift card. This gesture coincided with the celebration of First Responders Day, a special occasion dedicated to honoring the selfless men and women who courageously serve our community.
