EL PASO, TEXAS – Crime Stoppers of El Paso, Inc., distributes fugitives wanted by the El Paso Police Department and the El Paso County Sheriff’s Office every week through the Most Wanted feature. The attached fugitives are individuals, where attempts in locating them for one reason or another have been unsuccessful. The agencies submit these fugitives to Crime Stoppers of El Paso, Inc., which distributes them to the news media and offers the use of the Crime Stoppers hotline for information regarding the whereabouts of these fugitives. Anyone with information on the location of any of these fugitives should call Crime Stoppers of El Paso immediately at (915) 566-8477 (TIPS), or submit the information on-line at www.crimestoppersofelpaso.org. 2023 YOUTH ACADEMY

El Paso, Texas – On the week of March 13th through the 17th, 2023, the El Paso County Sheriff's Office Community Services Section hosted its Spring Youth Academy at the Region VIII Training Academy. The week-long academy provides a better understanding of law enforcement to the youth of El Paso County. The academy consists of various presentations and demonstrations. Shoot don't shoot scenarios using the firing range virtual simulator, report writing procedures, felony traffic stops, an Introduction to Search and Rescue, and an Introduction to Crime Scene Search. All topics included hands-on application. The instructors included a tour of the East Montana Patrol Station and the El Paso County Sheriff's Office Headquarters. In addition, the instructors introduced them to various units within the Office, including Detectives assigned to the East Montana Patrol Station, the Crisis Intervention Team, Animal Welfare, Victims Services, the Civil Section, and Backgrounds. The academy concluded with a ceremony, and the youths were presented with a certificate of completion and treated to a cookout. A special thank you to the Montana Vista Fire Department COMSAR members for taking the fire trucks and presenting different mechanisms used during a search and rescue operation.

ALERRT TRAINING AT MONTANA VISTA ELEMENTARY

El Paso, Texas – During the week of March 6, 2023, The El Paso County Sheriff's Office hosted active shooter response training provided ALERRT (Advanced Law Enforcement Rapid Response Training) at Montana Vista Elementary. In 2013, the FBI named ALERRT at Texas State the National Standard in Active Shooter Response Training. The training was attended by Sheriff's Office School Resource Officers, along with El Paso Police Department, Horizon Police Department, Socorro Independent School District, and Ysleta Del Sur Pueblo Tribal Police Department. This certification will provide officers with the tools to train law enforcement personnel in the most current protocols for responding to active shooter incidents. This is the first of several ALERRT pieces of training that the Sheriff's Office will be hosting throughout the year.

INTERNATIONAL WOMENS DAY

In 1987, Congress declared March as NATIONAL WOMEN'S HISTORY MONTH! Sheriff Richard D. Wiles and the El Paso County Sheriff's Office want to recognize our Women in Law Enforcement. On Wednesday, March 8th, 2023, our respected lead female law enforcement officer, Executive Chief Deputy Sylvia Aguilar, and lead civilian Executive Administrative Officer R. Lucille Samuel held a press conference to speak to the media and encourage women in the El Paso Community to consider joining and making a career with the El Paso County Sheriff's Office. The press conference was held at Sheriff's Office Headquarters, 3850 Justice Drive.

El Paso, Texas – On December 31, 2024, which is the end of my current term as El Paso County Sheriff, I will have almost forty-three years working in law enforcement.
It has been an honor to have had the privilege to serve the El Paso Community both in the El Paso Police Department, as well as the El Paso County Sheriff’s Office.
As an elected official, I think it is important to continually evaluate our organizations and ensure they are meeting the needs of the community well into the future. I am very proud of the work of all the employees of the Sheriff’s Office and feel we have made great progress during the time of my administration.
Not only have we made improvements in technology, equipment, and training, but we have reduced wasteful spending while improving our service and continually reducing the crime rate. Additionally, my staff and I are strong believers in succession planning and have been actively preparing our employees to take over key positions when vacancies occur.
I am extremely pleased by the current position of the Sheriff’s Office, and so, while there is never a perfect time, I am announcing my retirement at the end of this term. My plan is to stay in my hometown, El Paso, as I spend more time with my family.
I want to thank my family, friends, coworkers, and residents of El Paso for their support over the years and for assisting me in my endeavors.
The best part of my career has been meeting and developing relationships with such great people.

MANUFACTURE OR DELIVERY OF CONTROLLED SUBSTANCE PG 1 ON DONIPHAN RD.

EL PASO, TEXAS – On March 3rd, 2023, at approximately 6:30 a.m. El Paso County Sheriff’s Office Deputies assigned to the Northwest Patrol Station were dispatched to the intersection of Doniphan and FM259, El Paso County, TX., in reference to shots fired. Upon arrival, deputies met with the reporter, who pointed out a vehicle parked outside a business at the 7100 block of Doniphan. The reporter told the deputies he had heard and observed gunshots being fired from the vehicle while he was in Anthony, New Mexico, and followed the vehicle into Texas. Further investigation revealed that the occupants of the vehicle were in possession of methamphetamine, stolen property, and firearms, including an assault rifle and handgun.
New Mexico authorities investigating the shots fired incident in New Mexico were notified. The subjects were identified as 27-year-old Fernando Hernandez Jr., 21-year-old Brandon Rivas, and 28-year-old Julio Cesar Balderrama. The three offenders were taken into custody and booked into the El Paso County Detention Facility under the following charges: Rivas, Brandon: Manufacture or Delivery of Controlled Substance Penalty Group 1 – (Bond $30,000.00), and Unlawful Carry – (Bond $10,000.00); Hernandez, Fernando: Possession of Controlled Substance Penalty Group 1 – (PR BOND $3,000.00); Balderrama, Julio: Manufacture or Delivery of Controlled Substance Penalty Group 1 – (Bond 20,000.00).

Career Day at Bill Childress Elementary

El Paso, Texas – On Wednesday, March 1st, The El Paso County Sheriff’s Office deputies from the Northwest Patrol Station and Emergency Response Team (ERT) participated in a career day at Bill Childress Elementary School. Deputies met with students from Pre-K through 5th grade and provided them with an insight into the daily duties of deputies in the field. Students also took part in equipment demonstrations. Students and staff were excited to see the Sheriff’s Office on campus

EL PASO, TEXAS – On February 24th through the 26th, 2023, the El Paso County Sheriff's Foundation, with assistance from the El Paso County Sheriff's Office Community Service Section, participated in the 22nd Annual Home and Garden show held at the El Paso Convention Center. The foundation promoted merchandise such as t-shirts, jackets, and other products. In addition, the El Paso County Sheriff's Office participated by displaying the Sheriff's Office 1953 Chevy Truck and answering questions from the community regarding employment with the El Paso County Sheriff's Office.

Sheriff’s Office investigating body found in desert area

El Paso, Texas – On March 2nd, 2023, at about 6:30 pm., Anthony Police Department officers were flagged down at the Burger King located at 2125 Antonio St. in reference to a found body in the desert area east of their location. Officers were directed to the desert area approximately 300 yards from the east end of 3000 Mountain Pass Blvd. That is where officers located a deceased male, approximately 20-30 years of age, with several apparent gunshot wounds. The Anthony Police Department requested the assistance of the El Paso County Sheriff’s Office Criminal Investigations Division. The death is being handled as a homicide, and no other information is available at this time

VACCINATION EVENT AT LA FE COMMUNITY CENTER

El Paso, Texas – On Wednesday, March 1st, 2023, El Paso County Sheriff's Office Deputies assigned at the East Montana Patrol Station participated in the vaccination event held at La Fe Community Center. The event, hosted by UMC Mobile Health Clinic, was open to the public and offered flu vaccinations and any of the COVID-19 shots, including the new booster shot. In addition, deputies met with residents from the community as they handed out informational pamphlets on deceptive business practices and code watch program. Deputies also answered other questions. UMC Mobile Health Clinic will be in different areas throughout the county.

DR. SEUSS READ ACROSS AMERICA DAY

El Paso, Texas – On Thursday, March 2nd, 2023, El Paso County Sheriff's Office deputies and detectives assigned to the East Montana Patrol Station participated in the "Dr. Seuss Read Across America" day. Read Across America is an annual event celebrated nationwide to promote literacy amongst children and also encourage students to read.
Deputies and detectives read to students in different age groups from grades Pre-K to fifth. Deputies and detectives also interacted with the students and inspired them to read along. In addition, deputies and detectives received a certificate of appreciation for their participation.

ACTIVE SHOOTER PRESENTATION AT SMILE STRAIGHT ORTHODONTIC

El Paso, Texas – On Tuesday, February 28th, 2023, El Paso County Sheriff’s Office Deputies from the Community Services section gave a Civilian Response to Active Shooter Event course to ten staff members employed with Smile Straight Orthodontic. This presentation is designed to assist civilians in understanding what they should do if confronted with an active shooter event. The course is aimed and developed on the AVOID, DENY, and DEFEND strategies originated by ALERT, and it provides strategies, guidance, and a plan for surviving an active shooter event.
