The State of Texas does not allow the County to issue building permits nor do we have zoning authority or perform environmental reviews. We do not have permit or review processes for these matters. Please contact either El Paso County Emergency Service District (ESD) #1 or #2 for building permit guidance in the unincorporated areas of the county. They can be contacted via their websites, www.epcesd1.com or www.epcountyesd2.org, respectively.
