NOTICE OF PRE-APPLICATION FOR PRESERVATION AND REINVESTMENT INITIATIVE FOR COMMUNITY ENHANCEMENT (PRICE)

Preservation & Reinvestment Initiative for Community Enhancement (PRICE)
El Paso County Community Services Department is providing notice of a public hearing and discussion to obtain citizen input necessary for the FY2024 Preservation and Reinvestment Initiative for Community Enhancement (PRICE) grant application submittal by El Paso County. El Paso County is submitting a grant application for $16,375,000.00 to assist El Paso County maintain, protect, and stabilize manufactured housing and manufactured housing communities (MHCs). The PRICE Grant funding will support low and moderate-income homeowners with manufactured housing units and manufactured housing communities with critical investments such as repairs, infrastructure improvements, and upgrades to increase resilience. PUBLIC HEARING DETAILS

A public hearing will take place at the Agua Dulce Community Center, 15371 Kentwood Ave., El Paso, Texas, 79928 at 5:30 p.m. on Tuesday, July 02. 2024. Commissioners Court consideration for the approval to submit the PRICE Grant Application to HUD will take place Monday, July 08, 2024, at the El Paso County Courthouse Building. The 15-day comment period will run from June 21, 2024, to July 06, 2024. Copies of the draft pre-application will be available at the hearing. El Paso County will submit the PRICE Grant Application to the U.S. Department of Housing and Urban Development (HUD) on Wednesday, July 10, 2024. NOTICE OF FINDING OF NO SIGNFICANT IMPACT AND
NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the El Paso County, Texas.

REQUEST FOR RELEASE OF FUNDS


On or about February 21, 2025 the County of El Paso, Texas will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of FY23 HUD- Economic Development Initiative - Community Project Funding, to undertake a project known as El Paso County Community Kitchen Project for the purpose of developing and constructing a new (up to) 15,000 sq ft building on a vacant lot located at 9521 Socorro Rd in the City of El Paso. This location is on County-owned land and adjacent to (behind) two existing County annex buildings. The new building will house a community kitchen, with a capacity to prepare up to 10,000 meals per day. The proposed location is in a highly industrialized area, near a bridge on the Loop 375 highway. The property is within the Mission Trail Historic Corridor and District (designated by state), and will be designed and constructed in a manner that harmonizes with the intent of the trail historic period and existing building designs.

FINDING OF NO SIGNIFICANT IMPACT

The County of El Paso, Texas has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to the El Paso County Community Services Department. All comments received by February 19, 2025, will be considered by the County of El Paso, Texas prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.

ENVIRONMENTAL CERTIFICATION

The County of El Paso, Texas certifies to HUD that Mr. Ricardo Samaniego in his capacity as El Paso County Judge consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the County of El Paso, Texas to use Program funds.

OBJECTIONS TO RELEASE OF FUNDS

U.S. Department of Housing and Urban Development (HUD) will accept objections to its release of fund and the County of El Paso, Texas certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the County of El Paso, Texas; (b) the County of El Paso, Texas has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the U.S. Department of Housing and Urban Development at Washington, DC 20410-8000. Potential objectors should contact HUD to verify the actual last day of the objection period.
