The Community Development Division provides services to unincorporated target areas within El Paso County known as colonias. A “Colonia is a community along border regions that lack basic infrastructure and have a high level of substandard housing and where most of the families are of low and very low income.

Are you building your home or is your home in need of repairs or seasonal maintenance? Through the County of El Paso Tool Lending Library colonia residents have free access to check out tools. Requirements to register to check out tools: - Valid Texas DL or valid Texas ID - Proof of Residence (Gas, Water or Electric bill showing the name and address of the person checking out the tool) |
The Self Help Center has an open computer lab accessible to colonia residents. |
Do you have property title issues such as, clouded titles, property transfers, intestate estates or other title ownership matters? Ask us about our Title Services for homeowner’s with properties in our service areas. |
Want to build on your lot but you do not have County approved floor plans. Ask us about our Model Home Plans available to families who are building in our service areas. |
