On March 11, 2021, President Joe Biden signed the $1.9 trillion American Rescue Plan Act into law, thereby establishing the $350 billion Coronavirus State and Local Fiscal Recovery Fund, which include $65.1 billion in direct aid from the U.S. Treasury Department to all counties nationwide. Of that total, Texas' 254 counties will receive about $5.7 billion to help them respond to and recover from the coronavirus pandemic. El Paso County has received $163M that has been structured into the County’s ARPA Portfolio.
The U.S. Treasury Department has published its final rule regarding the acceptable uses for the ARPA funds, stating that the funds can be grouped into four larger categories:
- Respond to public health emergency or its negative economic impacts in a community;
- Respond to workers performing essential work during the public health emergency by providing premium pay to eligible workers;
- Provision of government services as capacity may have been reduced by the public health emergency; and
- Make necessary investments in water, sewer or broadband infrastructure.
