NORMA FAVELA BARCELEAU, DISTRICT CLERK OF EL PASO COUNTY, TEXAS

Norma Favela Barceleau has been a dedicated public servant for over 39 years with the County of El Paso and has made a name for herself through her diligence and unwavering work ethic. A work ethic she learned from her parents Samuel (†) and Graciela Favela who immigrated to the United States when she was only two years old.

She gained valuable experience and knowledge working with Commissioners’ Court for 15 years and 11 years as Chief Deputy Tax Assessor-Collector with a state designation of Registered Tax Assessor, which ended up being a huge advantage when she decided to run for public office in 2010 and won by a resounding 75% of the vote. She immediately took to the ground running in 2011 as the newly elected District Clerk by modernizing and automating the way business is done, implementing fair hiring practices, requiring background checks, streamlining and reorganizing the department and implementing best business practices not only for better customer service but to effect savings to the taxpayers that so far has resulted in over $3.6 million dollars (actual expenditures versus allotted budgets).

Mrs. Favela Barceleau has received countless awards including “The Key to the Fort” from the Fort Bliss Garrison Commander’s Office, “Government Service Award” from the McDonald’s Hispanos Triunfadores, ”Distinguished Official” from La Red’s Entrepreneur Organization and “Inspiration Award” from LULAC Council 335 just to name a few.

Mrs. Favela Barceleau graduated from Ysleta High School in 1979 in the top 5% of her class where she was a member of the All Girls Drum Corps playing an integral role as a lead tenor to bring multiple 1st place designations in local and state band competitions as well as being invited to march in Washington DC’s Cherry Blossom Parade. She then attended the University of Texas at El Paso where she majored in Criminal Justice before going to work for the County of El Paso.

When she’s not working long hours at the office, she’s volunteering for worthy causes such as helping children with special needs, encouraging students to seek secondary higher education as well as vocational opportunities. She is married to Retired LTC Jaime Barceleau, LSW and stepmother to two daughters Clarissa and Ashley Barceleau. She is the Surviving Mother of Army SPC Robert Andrew Phoenix who tragically and untimely passed away soon after earning his Bachelor’s degree in Art Education in Ft. Leanord Wood (Missouri) during Military Police basic training on January 20, 2020 at the age of 25. He was not only a hero to his family but as an Organ Donor saved the lives of three (3) waitlist candidates giving them a second lease on life.

It’s obvious the voters agree she possesses a public servant’s heart and believe in her honest work philosophy because she has been re-elected and is serving her fourth term as the duly elected District Clerk of El Paso County.
