Betsy C. Keller serves as the County Chief Administrator in El Paso County, Texas. She joined El Paso County in 2008 and has over 27 years of local government experience. She reports to the 5 member Commissioners Court governing body as their first female county administrator. In this role, she oversees the County’s 21 non-elected, non-appointed departments and coordinates with over 60 elected or appointed official departments. Betsy administers a budget of over $650 Million with services to the County’s of over 850,000 people through 3,000 dedicated employees. She is proud to work on the US Mexico border. Her community is enriched by the binational culture and opportunities that living on the border provides.

Betsy enjoys being active and giving back to the profession. She is Chair of the International City / County Management Association (ICMA) Global Engagement Committee and President-Elect of the National Association of County Administrators (NACA). She is Vice-Chair of the Workforce Advisory Network and serves on other committees for the National Association of Counties (NACO).

She has a Bachelor of Science degree in Business Management and Human Resource Management from Park University, where she graduated with honors. Betsy earned her Credential Manager designation through ICMA. She is certified as a Senior Professional in Human Resources and as a Senior Certified Professional.

She is married to Rick Keller, and they have four adult sons and eight grandchildren. Away from work she enjoys her dogs, traveling, and time with family.

Chief Administrator Betsy C. Keller is the principal administrative officer of the County. She provides professional recommendations to the County Commissioners Court.

The Chief Administrator’s Office is responsible for the day-to-day operations under the direction and authority of the Commissioners Court; and management of a broad range of services provided by El Paso’s various departments. The Chief Administrator coordinates the development and execution of strategic goals and objectives, development, implementation and evaluation of County policies, procedures, and contracts. Among many other responsibilities, the Chief Administrator is the Chief Budget Officer and works closely with the Budget & Finance Department on the annual budget process and implementation.
