  • Chief Whitten
  • Assistant Chief Tom Whitten holds a Master of Science degree in Criminal Justice Administration from Sul Ross State University, as well as a Masters Degree in Public Administration from Kaplan University. Tom Whitten previously served with the El Paso Police Department since his commission in 1990 and held the ranks of Patrol Officer, Detective, Sergeant, Lieutenant, Deputy Chief and Assistant Chief. He has 26 years of law enforcement experience that includes service with the United States Air Force. He holds a Master Peace Officer certification from the Texas Commission on Law Enforcement (TCOLE) and has over 3000 hours of law enforcement specific training. After retiring from the El Paso Police Department, Tom Whitten served as Chief of Police in DeWitt, Iowa; Carlsbad, New Mexico; and Harlingen, Texas. He also instructs criminal justice courses at the University level and is a member of the National Scholars Honor Society.
