COMMUNITY DEVELOPMENT
The Community Development Division operates the Agua Dulce Community and manages grant funding under the Colonia Self Help Center Program, focusing on improving the overall quality of life within specific rural areas of the county by addressing various needs and opportunities.
Agua Dulce Community Center
The Agua Dulce Community Center has been a valuable resource offering access to a range of services for individuals of all ages for over 20 years; plays a crucial role in fostering community engagement which includes access to the center’s Business Center, Community Closet and other public spaces where individuals and families can gather to socialize, learn or seek other community support services.
Business Center is a designated space that serves as a community hub where individuals have access to public computers, internet and Wi-Fi access, copier, printer and scanner, telephone, fax, and notary services.
Community Hygiene Closet is meant to provide support for individuals and families residing within the community of Agua Dulce and surrounding rural areas. The center’s Hygiene Closet is dependent on donations; items are available as long as donations are received.

PROGRAM SERVICES UNDER COLONIA SELF-HELP CENTER
Services under the Colonia Self Help Center Program are funded by the Texas Department of Housing and Community Affairs and must abide by all program rules and regulations to include focus on the service areas, Agua Dulce Subdivision Unit 1, Agua Dulce Subdivision Unit 5, Dairyland Subdivision, Horizon View Estate Unit 17 and Homestead Meadows South Subdivision Unit 5.
- Homeowners residing within the service area and interested in applying for assistance please contact the Agua Dulce Community Center for more information on the eligibility criteria and application process. Funding is limited and assistance is provided on a first come first served basis. Currently there are 5 grants available to replace dilapidated mobile homes with new energy star certified homes as long as the household meets all program eligibility criteria to include income limit requirements. These are grants where no repayment is required. |

• Live within the program’s service area. • Valid TX ID or Driver License • The property must have a single residential unit; a property with two (2) residential units (or 2 homes) is not eligible for assistance. • Be able to provide proof of homeownership (deed) to include mobile home title for mobile home replacement. • Property taxes must be current, or applicant must provide proof of payment plan. This includes mobile home taxes. • Property must be free and cleared, with no liens. • Attend an 8-hour homeownership workshop. • Complete up to 425 volunteer hours at the Agua Dulce Self-Help Center |
• Property must be paid in full; to include the mobile home for mobile home replacement program. • Have lived at the property for which they are applying for assistance for at least 2 years, as their principal residence. • Complete a Housing Program application packet. • For mobile home replacement, family must be able to relocate for up to 6 months while the existing home is being demoed, and the new home is being installed. • For home rehabilitation, family will continue to reside at their property during their home renovations. • The household cannot exceed the program’s income limits. |

Individuals residing within the program’s service area have access to borrow tools through the center’s Tool Lending Library. Individuals wanting to borrow tools must fill out registration forms and show proof that they reside within a service area by providing a copy of the Texas ID or DL and a recent utility bill.
