The County of El Paso follows a centralized procurement model in accordance with Local Government Codes 262 and 271, and all applicable State of Texas statutes. The Purchasing Department, under the direction of an appointed Purchasing Agent, handles all procurement processes for any goods and services contracted or purchased for County departments.

County procurement has a mission to provide quality service to our internal clients and a fair and unbiased procurement process to suppliers. We do this by creating processes and policies that ensure timely, cost-effective, and high-quality contracts.

The Transparency Stars Program, under the State Comptroller of Public Accounts, provides the County of El Paso with an additional standard of excellence that the Purchasing Team will work to achieve.
