  • Emmanuel Soria Chief Emmanuel Soria was born and raised in El Paso, Texas, and is a graduate of Ysleta High School. He began his law enforcement career in 2000 as a Detention Officer with the El Paso County Sheriff’s Office, where he served in the Inmate Processing Unit (IPU) and as a member of the Special Reaction Team (SRT). In 2005, he was promoted to Deputy Sheriff, working as a patrolman at all three patrol stations and serving as a Field Training Officer. He later advanced to Sergeant, supervising patrol operations and criminal and narcotics investigations. As a Lieutenant, he commanded several sections within the Patrol and Criminal Investigations Division, including HIDTA, Narcotics, Civil, Backgrounds, and Fugitive Apprehension, and served as a DEA Task Force Officer.

    Chief Soria holds a Master’s degree in Administration of Justice and Security and a Bachelor’s degree in Business Administration. He is a graduate of the FBI National Academy and the Leadership Command College of the Law Enforcement Management Institute of Texas. He also holds Master Peace Officer and Jailer certifications from TCOLE. Chief Soria’s career reflects a commitment to professional growth and a dedication to public safety.
