El Paso Promise

The El Paso Promise program is part of the Criminal Justice Coordination Department of El Paso County.

The program is overseen by the El Paso Promise Community Resource Coordinator and the Reentry Manager; supported by the El Paso County Commissioner’s Court.

The inspiration for the El Paso Promise program derives from the other successful promise programs in the state of Texas and beyond. The core purpose of a promise program is to make education and certification training more accessible to all students, regardless of demographics. El Paso Promise program will initially focus on justice-involved transition-aged youth in our county.

Mission

El Paso Promise endeavors to reduce the instances of recidivism and incarceration of transition-aged youth, and develop the workforce in El Paso County by working with community partners to provide guidance and access to education, certification programs, and workforce training.

Our vision is to transform the lives of transition-aged youth in El Paso County and consequently reduce poverty, mitigate recidivism, and improve our local economy.

Program Pathways

The pathways for phase one of the El Paso Promise program were determined by workforce needs and available programs offered by confirmed El Paso Promise partners.

Extended Pathway

Improve equity and access to jobs in El Paso County by guiding program participants through the acquisition of education, training, or a certification that will provide job skills in accordance with the identified needs of El Paso County’s workforce.

CDL License

Learn to safely operate commercial vehicles and earn your Commercial Driver’s License (CDL) to qualify for high-demand jobs in trucking and transportation.

Diesel Mechanic

Train to inspect, repair, and maintain diesel engines used in trucks, buses, and heavy equipment—a vital role in keeping industries moving.

Warehousing and Logistics

Gain knowledge in inventory control, shipping, receiving, and supply chain logistics to support efficient business operations in fast-paced environments.

Phlebotomy

Develop the skills to draw blood and work in clinical settings such as hospitals, labs, and donation centers with a focus on patient care and safety.

HVAC

Learn to install, maintain, and repair heating and cooling systems for homes and businesses—keeping spaces comfortable and energy efficient year-round.

Welding

Learn the essential techniques of cutting, shaping, and fusing metal using various welding methods. This hands-on training prepares you for high-demand careers in construction, manufacturing, shipbuilding, and repair work—where precision, safety, and craftsmanship matter every day.

Eligibility Requirements

  • Justice Involved individuals ages 17-28.
  • Hold a HS Diploma or GED, or commit to the extended pathway.
  • No crimes of a violent or sexual nature, or that involved the harm of a child.
  • Willingness to commit to the completion of program and participate in regular check-ins.
  • Maintain eligibility by meeting all required terms of release, commit no new offenses**, maintain satisfactory attendance and performance in assigned programs, and demonstrate respect to all CJC staff and El Paso Promise Partners.
*Felony charges are considered on a case-by-case basis.

**The CJC Director may allow participants to continue the program, depending on the circumstances

How To Apply

  1. Be referred to the program.
  2. Complete the application
  3. Eligible applicants will be contacted to complete pre-assessments. Pre-assessments are designed to find a pathway based on your interests and to make sure you are paired with the right partner
  4. Meet with the El Paso Promise Community Resource Coordinator to establish goals and identify which (if any) pathway is best for you.

Community Partners

The El Paso Promise program relies on dedicated community partners to provide GED courses, various certification courses, and other vocational program opportunities in addition to wraparound supports to participants.

While there are numerous programs in the El Paso County designed to help with the needs of justice-involved individuals, coordinating the connection between the two can be challenging. El Paso Promise will establish the connection between our targeted population and our community partners.

FAQ's

Who is eligible?

Justice-involved Individuals ages 17-28 who have misdemeanors only, with no crimes of a violent or sexual nature or that involved the harm of a child.

How can I become a participant?

You must meet eligibility criteria and be referred to the program through the CJC Reentry Support Services Unit. Following your referral, your eligibility will be verified, and you will be provided with an application.

What if I do not have a High School Diploma or GED?

You do not have to have a high school diploma or GED to apply; however, you will be asked to first complete your GED with one of our community partners before beginning a certification program. We do have some partners whose programs allow eligible participants to earn their High School Diploma while also working towards certification.

What if I haven’t been in school for years?

That is okay! We will do a quick pre-assessment to determine your academic skills and match you with a partner that will be the best fit for your skill level.

How long does the program last?

Program lengths vary depending on which certification you are working towards. Some programs may only take a couple of weeks, while others can take several months to a year.

Is there a cost to participate?

Several of our partners offer no-cost certification programs, others help with some of the costs, and others may require you to apply for Federal Financial Aid. You should expect some small expenses for transportation and general supplies; however some assistance may be available from community partners.

What types of certification programs are available?

Currently we are limited to the following certification areas: CDL License, Welding, Diesel Mechanic, Phlebotomy, Various Warehousing and Logistics, and Cosmetology and Barbering.

These programs were selected with consideration to current job market trends in the El Paso County.

What if I already have a degree or college credit?

You may still apply for the program if you meet the initial eligibility requirements. After your application has been accepted you will be contacted for more information about your education history, after which final eligibility will be determined.
