El Paso County Capital Improvement Bond

On August 12, 2024, the El Paso County Commissioners Court approved calling an election for five propositions on the November 5, 2024 General Election Ballot.

The Capital Improvement Bond would fund $323.8M in projects to be implemented countywide over the next several years.

The County held 24 public meetings beginning in February 2024 to gather community input on project priorities. The Commissioners Court then tasked the Bond Advisory Committee (BoAC), a citizen-led group of volunteers, to develop a recommended project list and financing structure.

The Court finalized this process at their August 12, 2024 meeting by voting in favor of calling an election for five propositions that are to be included on the November 5, 2024 General Election ballot that are detailed here.

The County will host 12 informational meetings over the next several weeks to provide residents with information about the proposed Capital Improvement Bond Program. The meeting schedule will be published on Wednesday, August 21, 2024.

Propositions

The Capital Improvement Bond is divided into five propositions which total $323.8M. Voters will have the opportunity to vote on each proposition separately.

Parks & Recreation

Proposition A includes $95,615,000 for the public purpose of constructing, rehabilitating, renovating, improving, upgrading, updating, expanding, enlarging, and equipping the County’s parks and recreational spaces and the acquisition of land, easements, rights-of-way, and other real property interests necessary.

Ascarate Park Festival Area Outdoor Stage
Parks and Recreation Proposition: As part of El Paso County's Parks and Recreation Master Plan, improvements at Ascarate Park including a new outdoor stage and covered pavilion, which will feature a canopy to provide shade and shelter for park users.

County Park Shelters Modernization
Parks and Recreation Proposition: As part of El Paso County's Parks and Recreation Master Plan, this project will provide new shaded picnic shelters to all County parks and will modernize existing picnic shelters to standardize all picnic areas across County parks.

Ascarate Park Pavillion Parking Expansion
Parks and Recreation Proposition: As part of the El Paso County's Parks and Recreation Master Plan, this project involves expanding the asphalt area to create additional parking for the Ascarate Pavilion, increasing parking capacity and improving connectivity between the pavilion and the special events area. Additionally, the project includes enhancements to the surrounding landscaping.

Ascarate Park Walking Trail
Parks and Recreation Proposition: As part of the El Paso County's Parks and Recreation Master Plan, this project will construct a three-mile walking trail that will increase connectivity to Ascarate Park and will also include a pedestrian bridge that will connect to the Playa Drain Trail adjacent to Ascarate Park. These trails will connect to a larger trail network.

Ascarate Park Overhead Electric
Parks and Recreation Proposition: As part of the El Paso County's Parks and Recreation Master Plan, this project at Ascarate Park will improve park lighting with new overhead electric poles with underground electric lines to minimize power loss due to windstorms and other weather-realted issues.

Veteran's Park Improvements in Fabens
Parks and Recreation Proposition: As part of the El Paso County's Parks and Recreation Master Plan, this project aims to enhance Veterans Park, which serves the Fabens community, by constructing a poured-in-place playground surface, adding shade structures, an outdoor basketball court, benches and planting trees throughout the park to provide additional shade for users.

County Parks Hike and Bike Trails
Parks and Recreation Proposition: As part of The County's Parks and Recreation Master Plan, this project removes existing sidewalks located at County Parks in Westway and Sparks and builds new 10-foot wide asphalt hike and bike trails which will eventually connect to a larger trail network.

Gallegos Park to River Park Trail
Parks and Recreation Proposition: As part of El Paso County's Parks and Recreation Master Plan, this project connects Gallegos Park in Canutillo to the River Park hike and bike trail with a 2.4 mile trail that continues through the perimeter of Gallegos Park.

Sparks Park to Mission Ridge Elementary Walking Trail
Parks and Recreation Proposition: As part of El Paso County's Parks and Recreation Master Plan, this project involves constructing a new walking trail connecting Sparks Park to Mission Ridge Elementary.

Coyote Park Improvements
Parks and Recreation Proposition: As part of The County's Parks and Recreation Master Plan, this project at Coyote Park will increase the recreational space located in Tornillo, including new main entry signage, refinishing the skatepark surface, and updating the baseball fields to include dugouts and seating areas with shade, irrigation, and lighting.

Gallegos Park Improvements
Parks and Recreation Proposition: As part of the El Paso County Parks and Recreation Master Plan, this project would make improvements to Gallegos Park, which serves the Canutillo community. The proposed improvements include the addition of paved parking lots, park signage, benches, bike racks, picnic tables, additional landscaping, and enhancements to youth fields and lighting.

Parks and Recreation Proposition: As part of the El Paso County Parks and Recreation Master Plan, this project includes park improvements such as reconstruction of the skate park, improvements to the basketball court, addition of sidewalk, park signage, lighting and picnic tables and shelters.

Parks and Recreation Proposition: As part of the El Paso County's Parks and Recreation Master Plan, this project includes improvements at Risinger Park, including the installation of standard picnic shelters, picnic tables, benches, trash receptacles, LED lighting, and native landscaping.

Ruben Estrella Park Improvements
Parks and Recreation Proposition: This project is a as part of The County's Parks and Recreation Master Plan. It will bring improvements to the Ruben Estrella Park in Far East El Paso that will include a newly paved parking lot, park lighting, a new swing set, shade trees, additional amenities, and the addition of a shade structure over the existing basketball court.

Agua Dulce Park Improvements
Parks and Recreation Proposition: As part of the El Paso County Parks and Recreation Master Plan, this project includes improvements to Agua Dulce park including paved parking lots, a playground expansion, renovation of trails, additional lighting, and new fencing.

Parks and Recreation Proposition: As part of The County's Parks and Recreation Master Plan, this project includes upgrading the current field lights at the County's Sportspark to LED lights to increase visibility at the park and reduce operating costs.

El Paso County Annexes Proposition: This project includes constructing a new courthouse Annex at Ascarate Park to provide administrative office space for various County departments, including County Parks.

New Office of Medical Examiner

Proposition B includes $26,700,000 for the public purpose of constructing, rehabilitating, renovating, improving, upgrading, updating, expanding, enlarging, and equipping facilities for the County’s Office of the Medical Examiner and the acquisition of land, easements, rights-of-way, and other real property interests necessary.

Office of Medical Examiner
Office of the Medical Examiners Proposition: This project includes the acquisition of land for Office of the Medical Examiner (OME) and additional funds to construct a new Office of the Medical Examiner. The Office of the Medical Examiner is responsible for the medicolegal death investigation as well as the determination of cause and manner of death in sudden, unexpected, or unexplained deaths occurring within the El Paso County.

The services provided include forensic scene investigation, forensic pathology, morgue services, forensic imaging, forensic odontology, forensic anthropology, and forensic toxicology.

County Subcourthouses (Annexes)

Proposition C includes $63,285,000 for the public purpose of constructing, rehabilitating, renovating, improving, upgrading, updating, expanding, enlarging, and equipping the County’s courthouse, sub courthouses, and related annexes and the acquisition of land, easements, rights-of-way, and other real property interests necessary.

El Paso County Annexes Proposition: Improvements to the El Paso County Annex at Corbin Sambrano, formally Naked Harem, will provide administrative space for various County services, including community-based victims services, as well as multiple meeting spaces and an outdoor seating area and more along Alameda Avenue.

Ysleta Annex Building C West
El Paso County Annexes Proposition: This project includes additional space at the exisitng Ysleta Courthouse Annex, including a commercial kitchen to support the County Senior Nutrition Program. The new facility will be used for the preparation, storage, packaging, and delivery of approximately 2,400 meals daily to senior citizens.

Far East Montana Annex
El Paso County Annexes Proposition: This project will add additional space as the existing Far East Montana Courthouse Annex, including administrative space to house various County departments and services that are currently operating out of trailers and mobile buildings.

The Far East Montana building will offer services similar to those provided at other County annexes. Potential departments and offices that will be located at this building will be Justice of the Peace Office, Constable's Office, Tax Office, or County Clerk, serving the Far East community.

County Coliseum Renovation
& Modernization

Proposition D includes $105,485,000 for the public purpose of constructing, rehabilitating, renovating, improving, upgrading, updating, expanding, enlarging, and equipping the El Paso County Coliseum and adjacent facilities and the acquisition of land, easements, rights-of-way, and other real property interests necessary.

Revitalize Coliseum - Masterplan
El Paso County Coliseum Proposition: This project includes improvements and renovations at the existing County Coliseum and adjacent buildings that will improve seating options and ADA accessibiltiy. Proposed improvements include adding a second sheet of ice to the Sherman Barn to increase capacity for public skating and hockey.

New Animal Shelter

Proposition E includes $32,710,000 for the public purpose of constructing, rehabilitating, renovating, improving, upgrading, updating, expanding, enlarging, and equipping the County’s Animal Shelter and the acquisition of land, easements, rights-of-way, and other real property interests necessary.

East Montana Animal Shelter
Animal Shelter Proposition: This project is for the construction of the East Montana Animal Shelter which will be adjacent to the El Paso County Jail Annex. The East Montana Animal Shelter will provide shelter for stray animals, low-cost to no-cost vaccinations, and spay and neuter surgeries to reduce the spread of diseases and the population of stray animals. The East Montana Animal Shelter will also offer animal training programs for detainees from the detention facility.
