Employee Spotlight
Retired Sheriff's Assistant Chief Honored
Members of Commissioners Court presented the Paso Del Norte Award to retired El Paso County Sheriff Assistant Chief, Ralph Mitchell, as a token of appreciation for his 30 years of exemplary service to the citizens of El Paso County.
The award was presented by Pct. 1 Commissioner Luis Sariņana, who praised the work Mitchell has done in and for the community.
"He has been a tremendous asset not only to the Sheriff Department, but for all the community. He is held to the highest esteem by every employee not only for his professionalism, but for his high ethic standards and integrity," said Sheriff Jimmy Apodaca.
Retired Chief Mitchell thanked the court for the recognition, especially to his parents, and was thankful for the support of his, now, former co-workers. "Without their work, I would have not been able to accomplish anything," he said.
Assistant Chief Ralph Mitchell began his career as a Detective with the Sheriff's Office in February of 1979 and worked in every department until he was promoted to his present rank in October 13, 2005.
County Star Award
Second Quarter County Start Award Winner: Edgar Jimenez
Working as a Water System Operator for the Road & Bridges Department is not an easy task.
On a daily basis, this position may deal with water systems monitoring, taking chlorine residual tests, controlling water lines, and conducting and recording inspections in a timely manner.
Edgar Jimenez is aware of this role and although he is only responsible for this type of work for the East Montana Water Distribution Systems; he is eager to help other County departments in an effort so save the taxpayer dollars.
There have been many situations where Jimenez has provided his expertise and assistance to the Ascarate Parks Department.
As a result of his strong initiative and proactive behavior, since his employment with the county in 2005, Jimenez was chosen as the recipient of the 2nd Quarter County Star Award.
"He has demonstrated his true passion for the public and the community in which he lives in," said Melissa Madrid, Human Resources Training Manager and Star Award Committee Chair.
During the second quarter there were 22 employees nominated by their workers, supervisors, or even members of the public for work that goes above and beyond their normal duties.
Rosana Farrish, from the Domestic Relations Office and Nancy Turrieta, Administrative Assistant to the County Judge, received the same recognition during the first quarter.
Excellence in Service Recognition
The hard work, dedication and willingness to go beyond their job duties was enough reason for the West Texas Justices of the Peace and Constables Association to select four JP 2 officials as recipients of the Best of the Year Award.
Justice of the Peace Sissy Hernandez, Constable Rick Gammon, JP Clerk Becky Gonzales and Senior Deputy Mark Rodriguez were selected as the winners during the West Texas JPCA Conference held in April here in El Paso.
Concordia Heritage Preservation Efforts Recognized

The group received recognition during the June 2nd Commissioners Court meeting after the Texas Historical Commission honored them as the recipients of the Clara Driscoll Award, which recognizes successful rehabilitation of historic property.
