Early Voting by Mail
You may vote early by mail if you are:
- going to be away from El Paso County on Election Day and during early voting;
- disabled;
- 65 years of age or older on Election Day; or
- confined in jail, but eligible to vote.
Download an Application for a Ballot by Mail (PDF), or Download a Letter For a Ballot by Mail (PDF) to request that a ballot by mail be sent to you. It must include:
a. voter registration certificate number
b. name and address in El Paso County
c. mailing address if different from above
d. your signature (or a witness' signature if you cannot sign);
e. date or name of election
f. political party for primaries only
g. reason why you are voting by mail
Applications or Letter for a ballot by mail should be sent to:

You have 60 days before Election Day and until the 7th day before the Election to submit an application or letter.
If you are voting early by mail you must send your application or letter by:
- Regular mail
- UPS or Federal Express
After the early voting clerk receives your application or letter with all required information, you will be mailed a ballot.
When you are finished voting, mail your ballot in the envelope provided. The early voting clerk must receive your voted ballot no later than 7 p.m. Election Day. Please call (915) 546-2154 for assistance..
