WANTED SEX OFFENDER – TORRENCE, WILLIAM BISHOP

El Paso, TX – The El Paso County Sheriff's Office is requesting assistance from the community in locating William Bishop Torrence.

Torrence reported a change of address to the El Paso County Sheriff’s Office Sex Offender Registration and Tracking Unit claiming relocation to Houston, Texas. Upon arrival to Houston, Texas, Torrence was to report and register with the corresponding law enforcement agency.

Torrence failed to report and register and his whereabouts are now unknown. His last known location on March 9, 2018, was at a bus station located at 2121 Main St. Houston, Texas, where Torrence cut off his ankle monitor. Torrence has a history of Sexual Battery out of the state of California which is not substantially similar to a Texas reportable conviction or adjudication but is currently “Board Ordered” by TDCJ Parole to register as a sex offender.  He is currently on parole for Aggravated Kidnapping and Aggravated Assault on a Peace Officer.
