EL PASO TEXAS- A public service announcement to El Paso County Residents regarding a telephone scam.  The telephone scam begins with the caller (male voice) informing the victim that the caller is calling from the “Texas Felony Warrant Division” and advises the victim that the division has warrants in the State of Texas for his/her arrest.  The victim is told he/she will be “cleared” if the victim pays restitution to the State of Texas and is then instructed to obtain a money gram at a Money Gram Center and wire an amount of money given to the caller with further instructions. 

The Sheriff’s Office advises the public to beware of the following number appearing on your caller ID 855-345-6211 as this appears to be an on-going scam.  The public has also reported “googling” the above number and reading similar telephone scams.  Please remember to NEVER send/wire money to anyone that contacts you over the phone without verifying who the caller claims to be. 

If anyone falls victim to this type of telephone scam please call the sheriff’s Office communications center at 915-546-2280.

imageEL PASO TEXAS- On 10-25-13 MANHUNT MOST WANTED/Gilbert Portillo walked into the downtown Detention Facility, 601 E. Overland, El Paso, TX, and surrendered to the Sheriff’s Officials of the Criminal Warrants & Fugitive Apprehensions Section that evening after being featured as Manhunt’s Most Wanted on 10/14/13. Portillo told Sheriff’s Officials he was aware of the pending criminal warrants and stated he was allegedly out of town seeking medical attention for a family member.

Portillo was taken into custody and subsequently booked into the Detention facility for Aggravated Assault with a Deadly Weapon and Robbery that stemmed from an incident that occurred back in September of 2013 regarding an alleged violent assault on a female acquaintance. Emergency protective orders were also executed on behalf of the victim at the time of Portillo’s surrender. Portillo bonded out the following day.

EL PASO TEXAS-Last week, El Paso County Sheriff’s Officials confirmed an accidental death that occurred in a lower-valley home in Clint, TX.  A preliminary investigation revealed a 4 year old girl died while playing in the backyard of her lower-valley home located in Clint, TX, on Judge Bean Street where an engine hoist fell on the 4 year old and her 3 year old brother. The 3 year old brother suffered non-life threatening injuries. As is the case of all child deaths, the Sheriff’s Office was summoned to investigate the case and is currently consulting with the District Attorney’s office. The investigation continues.

EL PASO TEXAS- In October of 2004, K-9 “Brix” became part of the El Paso County Sheriff’s Office/Search & Rescue Team (S.A.R.) after being donated by the U.S. Border Patrol.  In January of 2005, K-9 “Brix” and his S.A.R. K-9 Handler, Deputy Federico Castillo, endured (3) months of rigorous Search & Rescue track and trailing at the Canine Center of El Paso (CCEP) located on Biggs Field, El Paso, TX, where Deputy Castillo and K-9 “Brix” successfully completed the training program in March of 2005. K-9 “Brix” obtained various certifications to include the North American Search and Rescue K-9 Certification.

imageDuring the course of Deputy Castillo and K-9 “Brix” four year partnership, Deputy Castillo and K-9 “Brix” responded to various calls involving felony suspects where both their training skills lead to the capture of a suspect involved in a homicide after he was tracked to an apartment complex during an incident that occurred in December of 2005 to include a suspect involved in an aggravated robbery who was found hiding in a open field. In November of 2009 K-9 “Brix” retired from the Sheriff’s Office due to medical issues. K-9 “Brix” had the luxury of enjoying his last years with his partner Deputy Castillo as a dear “family pet”. It is with great sadness, that the El Paso County Sheriff’s Office announces the end-of-watch for K-9 “Brix”who passed away Thursday, October 24, 2013.

EL PASO TEXAS- On Sunday 10/27/13 at 3:30 am Sheriff’s Office Criminal Investigations Crimes Against Person Detectives were requested by the Socorro Police Department in reference to an Aggravated Assault which occurred at the McDonalds Restaurant located at 1274 Horizon Blvd. El Paso County Texas.

At about 2:15am 28 year old Pedro Mendez Jr., 31 year old Robert Sanchez and 18 year old Chris Avila were in the drive through lane of the McDonalds ordering food. A verbal altercation was started by several other persons who were in the parking lot. The victims exited their vehicle while still in the drive through lane. One of the persons involved in the altercation 20 year old Manuel Olivares intentionally struck the three victims with his motor vehicle. Sanchez and Avila received non-life threatening injuries. Mendez Jr. was transported to a local area Hospital where he is listed in critical condition.

Manual Olivares was taken into custody by Sheriff’s Investigator’s eight hours after the assaults took place. Olivares is being charged with three counts of Aggravated Assault Serious Bodily Injury.

EL PASO TEXAS- On 10/24/13 Strike Team Deputies arrested Fugitive/Rafael Garcia who was wanted for Robbery for an incident that occurred on 09/02/13 at the 12800 block of Perico in San Elizario, TX, where Garcia allegedly assaulted the victim/ex-spouse and deprived her of property.  At the time, Garcia was given a criminal trespass warning not to return to the residence.  Early morning on 10/24/13 Sheriff’s Deputies were dispatched to the same address in reference to a family disturbance where it was reported that Garcia had returned. Garcia left the scene before sheriff’s officials arrived.    

Since then, Strike Team Deputies were on the hunt for Garcia after receiving several tips on Garcia’s possible whereabouts. A check of several central and west side locations resulted in Garcia’s capture at an apartment complex located at the 4100 block of West City Court, El Paso County Texas, where Garcia was seen approach his vehicle.  The investigation continues with Garcia facing additional charges.

image EL PASO TEXAS- On 10/22/13 at approximately 10:40 PM Sheriff’s Deputies responded to a structure fire (possible Arson) at the 17000 block of Pratt, El Paso County Texas.  Upon arrival Deputies saw a travel trailer, storage shed to include a horse corral engulfed in flames.  Clint volunteer firefighters were summoned to the scene.  The cause of the fire is unknown and the structures were a complete loss.  The damage was estimated at approximately $30,000.  An El Paso Fire Department/Arson investigator was also summoned to the scene due to an additional structure fire reported on the same block eight days ago on 10/14/13.  The victim in the 10/14/13 case, was alerted by a call from a neighbor who saw the victim’s house was “burning”.  When the victim arrived to the residence, the fire was extinguished possibly due to the roof caving in. The victim estimated her loss at approximately $20,000. The residence was an unoccupied structure. It is unknown if the two fires are related.

EL PASO TEXAS- On 10-21-13 at approximately 11:20 PM Sheriff’s Deputies responded to a Burglary of Building at the 1200 block of Cypress in Fabens Texas. Deputies met with the victim/owner of the business who claimed to be missing numerous items valued over $40,000.  Further investigation lead Crimes Against Property Detective’s to a residence at the 1200 block of NE G in Fabens where during  a consensual search of the property other items belonging to the business owner were identified as stolen from the business. A preliminary investigation revealed one of the suspect(s) to be a possible family member who recently started to help around the business.  As a result of the investigation, two subjects were placed under arrest and charged with Burglary of Building; Edgar Ramirez and Johnny Flores, confessed to the burglaries. Both are from Fabens, Texas.

El PASO TEXAS- On 10/18/13 at approximately 2:00 AM Sheriffs Deputies arrested 30 year old Erik Marquez-Carbajal of the 7100 block of Dale Rd., El Paso,TX, for Driving While Intoxicated after Carbajal was seen disregard a stop sign at the 13400 block of Montana Ave., El Paso County Texas.  Upon arrival to the Montana substation with Offender/Carbajal, Deputies also found Carbajal in possession of cocaine after a search for the Offender’s cell phone was found along with two bags (1-open) and a folded dollar bill filled with white powder in the rear of the patrol unit. The white powder tested positive for the properties of cocaine and had a total weight of 1.5 grams.
