Tommy who was representing the Sheriff’s Office defeated U.S. Border Patrol Agent Carlos Yee in the championship bout. Tommy’s mommy, our very own Susie Ramos is very proud of her son for his magnificent accomplishment!!

The suspect at-large is identified as DAVID GARCIA- he left the Halfway house on said date looking for employment & failed to return and has since then absconded. A warrant for GARCIA has been issued for Unauthorized Absence from Community Correction Facility. GARCIA was originally mandated to report to the Halfway house for a Felony Driving While Intoxicated (3rd or more) charge.

GARCIA has a history of narcotics (heroin). He knows he is wanted & is believed to remain in the borderland eluding capture hiding with friends or family who live in the area.

shirtsEL PASO COUNTY, TX-  During the early part of September, the El Paso County Sheriff’s Office received an anonymous tip informing of the illegal sale of gasoline at a location in far east El Paso County.  The El Paso County Sheriff’s Office Strike Team was provided the information for investigation.  Strike Team Deputies commenced surveillance at the location and established that multiple crimes were being committed at two different locations by several subjects;13181 Montana & 3101 N. Zaragoza in far east El Paso County, TX. During the surveillance, Deputies discovered that tanker trucks were being loaded with fuel from a pipeline terminal within El Paso County.  The tankers were then driven to two separate locations in the Montana Vista area where drivers would then off load several hundred gallons of unleaded gas depriving the owner of that fuel.  The fuel was transferred into various types of containers, and then the fuel was resold at below market cost and with out tax.  The delivery of stolen fuel was done several times a day, every day.

comptroller-logoEPFD PATCH The El Paso County Sheriff’s Office partnered with the Texas Comptroller Public Accounts/Criminal Investigations Division, Texas Department of Public Safety and the El Paso Fire Marshall’s Office launched “OPERATION FILLER UP” investigating their findings.  During the investigation, arrest warrants were obtained for several people identified during the surveillance investigation as participating in criminal activity. 

DPS Several individuals were all taken into custody at the identified locations an estimated total of 2,335 gallons of unleaded fuel were also seized.  After further investigation & talking for all parties, 7 subjects were arrested. While searching a vehicle belonging to one of the subjects involved Deputies discovered 2 black bundles in the middle counsel of the vehicle wrapped up in what appeared to be black electrical tape. Deputies went on to find 3 white plastic baggies with a white powdery substance which tested positive for cocaine. The total weights of the baggies were 20.5 grams. SALVADOR ARMENDARIZ (60), the apparent mastermind / ringleader of the illegal operation was charged with POSSESSION OF CONTROLLED SUBSTANCE (COCAINE).

shirts  EL PASO COUNTY, TX- Early Sunday morning 09-20-09 at about 7:00 AM, Sheriff’s Office Dispatch Operators received an emergency call from a 50 year-old male who told operators he was lost in the desert with several other individuals (4 males) & had been out there since the night before. The caller told dispatchers he did not know their exact location but did say he believed the group was about 10-15 miles from Cattleman’s Steakhouse in Fabens Texas. Additional information provided was that the caller was a diabetic and was in need of his medication.

Patrol Deputies immediately responded and began searching the immediate desert area near Fabens Carlsbad Rd which runs from Montana to Fabens & is a very rugged road with tough terrain. Due to the location of the lost party, the Sheriff’s Office Strike Team was summoned to the area.

Air support was requested from the U.S. Customs & Border Protection. sealAfter responding to the area, USCBP Air Unit spotted the lost party about 5 miles east of the 16999 block of Horizon and about 8 miles north east of 3450 S. Fabens Carlsbad Rd. The location the subjects were located was in Hudspeth County. USCBP Air Unit advised Sheriff’s Officials that they landed the helicopter to check on the subjects & advised that the subjects were dehydrated and one subject was a diabetic in need of medical attention.

The Strike Team deployed two Polaris "Razor" all-terrain vehicles to assist in searching the desert area. USCBP Air Unit led Strike Team Deputies to the location of the subjects which was approximately 7 miles northeast of Horizon and Gasline Road. A little after 9:00 AM, all subjects were rescued & transported out of the desert.  Two of the five males were later transported by Life Ambulance to area hospitals for medical evaluation.

The subjects were in the desert area looking for property owned by a family member and were unfamiliar with the terrain.  The males were in a two wheel drive vehicle that was unable to maneuver over the terrain.  The vehicle became disabled in a large mud/water puddle caused by overnight rain. 

All Rescued Victim’s are from the El Paso, Texas area & were identified as:

  • Victim: #1 MANUEL CONTRERAS (50)  - Diabetic -transported to Del Sol Medical Center
  • Victim: #2 JASSIEL CONTRERAS (17)-transported to Del Sol Medical Center
  • Victim #3 JOSHUA CONTRERAS (18)- treated & released at scene
  • Victim #4 STEVEN TORRES (18)-  treated & released at scene
  • Victim #5 ADRIAN ARREOLA (19) -treated & released at scene

 ALL PARTIES ARE SAFE AT HOME & HAVE BEEN REUNITED WITH THEIR FAMILIES.

One of the fugitives- JACOB DESANTIAGO JR. was caught 2 months after the DESANTIAGO’s were featured but JACOB SR. & JUAN remain at large. As of late, several tips on the DESANTIAGO’s whereabouts have been provided to Law Enforcement as the once cold trail has grown warmer.

JACOB DESANTIAGO SR.:  In 2005, JACOB DESANTIAGO Sr. was arrested for Assault & Failure to ID - Fugitive from Justice. In 2007, DESANTIAGO Sr. violated the terms of his probation. He knows he is wanted and continues to elude capture.

DESANTIAGO SR.'s Criminal History includes arrests for: ASSAULT- FAMILY VIOLENCE, CRIMINAL TRESPASS, EVADING ARREST, POSSESSION OF MARIJUANA, PROBATION VIOLATION, THEFT,  multiple arrests for FAILURE TO APPEAR.

JUAN DESANTIAGO: In January 2009, Deputies were working a traffic stop on a vehicle bearing a fictitious license plate in the 1800 block of Leroy Bonse El Paso, TX. The vehicle had 3 occupants, JUAN DESANTIAGO was in the backseat. During initial contact with Deputies, DESANTIAGO provided a false name to authorities. Marijuana was later discovered in the vehicle. DESANTIAGO managed to flee on foot escaping into the darkness of the residential neighborhoods. A warrant has been issued for the arrest of JUAN DESANTIAGO offenses of Possession of Marijuana, Evading Arrest or Detention, Fail to Identify/Fugitive & is wanted for various other offenses.

JUAN DESANTIAGO's Criminal History includes arrests for: ASSAULT causing bodily injury, CRIMINAL MISCHIEF, EVADING ARREST, and DRIVING WHILE INTOXICATED.

RESULT:   DECEASED IDENTIFIED 

DC EL PASO COUNTY, TX- Early Saturday morning 09-19-09 at about 1:00 AM, Sheriff’s deputies were dispatched to the area of the 15000 block of Socorro Rd. in reference to a motor vehicle accident roll-over. Deputies arrived a short time later and observed a gold 2003 Chevrolet Trailblazer with heavy damage in the front yard of a residence. Deputies quickly approached the vehicle to find a female lying on the ground unresponsive with no signs of life. Fabens & San Eli Fire Rescue along with Life ambulance Medics attempted to revive the female but their attempts were unsuccessful. Special Traffic Investigators (STI) were summoned to the scene.

Preliminary investigation determined the female driver (sole occupant) of the 2003 Chevy Trailblazer (SUV) was traveling westbound on Socorro road and lost control of the vehicle. The driver of the vehicle entered a curve in the roadway and failed to properly navigate the curve. The vehicle went into a yaw crossing into the eastbound lane of travel. The vehicle overcorrected causing a severe weight transfer. The vehicle continued out of control with no indications of braking, thus crossing back into the westbound lane of travel. The vehicle was sliding to its left when the front left quarter crashed into a pole of a chain link fence surrounding a residence located north of the westbound lane. The violent impact caused the vehicle to roll to its left. During the course of the roll, the unsecured driver was ejected through the driver's side door window. The driver died at the scene as a result of her injuries.

The driver of the vehicle / victim was identified as CHRISTINA RIVERA (20) of the 12300 block of Alfaro in San Elizario, TX.

SPEED APPEARS TO BE A FACTOR IN THIS ACCIDENT.    

AUTOPSY & TOXICOLOGY RESULTS ARE PENDING.

SHERIFF’S OFFICE SEEKS SUSPECTS IN 3 ATTEMPTED AGGRAVATED ROBBERIES

EP SHERIFFF patch color small2 Crime Stoppers of El Paso is assisting Deputies from the El Paso County Sheriff’s Office in identifying and locating two suspects who committed three aggravated robberies in one night, making this the Crime Stoppers “Crime of the Week.”

On Wednesday night, September 9th, about 9:20 P.M., deputies were called to the La Bannana store at 3582 Mark Jason in the Montana Vista area about an aggravated robbery. While en route, they received another call about the same offense at El Pasito meat market in the 4000 block of Desert Meadows. And while at that location, a third call came in about yet another aggravated robbery at the Dollar General store located at 14392 Montana.

As deputes went to the Dollar General store, they saw an all-terrain vehicle leaving the area at a high rate of speed with the headlights off. They attempted to catch the ATV as it continued to speed through the desert, but lost sight of it a short time later. The ATV was later found abandoned in the desert near Desert Meadows. The deputies followed foot impressions leading from the ATV but eventually lost them in the sand.

Two .22 caliber handguns, each with two rounds, were located about 50 yards from the ATV. Surveillance video from the Dollar General shows two suspects entering the store and displaying handguns. They were wearing cholo-type caps and bandannas over their faces. In one of the earlier robbery they were reported to be wearing ski masks.

motorsEL PASO, TX- The El Paso County Sheriff’s Office in coordination with Texas Department of Transportation Education & Enforcement (TXDOT)conducted a DWI Enforcement wave during the period of August 21, 2009 thru September 7th, 2009. During that time period, extra officers were utilized to focus DWI patrols within high risk locations during times when alcohol-related crashes are most frequent. Our goal was to reduce the number of fatal or serious injury collisions. Working during hours determined to be peak impaired driving hours, Deputies worked a total of 167 hours during this LABOR DAY HOLIDAY enforcement period- 8 hours a night in various locations within El Paso County, TX. No major traffic accidents were reported during this time period in the unincorporated areas of the county.

RESULTS  ARE  AS FOLLOWS:

  • ADULT DWI ARRESTS: 8
  • SPEEDING CITATIONS: 22
  • DUI (Juvenile): 1
  • OTHER ARRESTS: 14

Statistics from the Texas Department of Transportation indicate Texas leads the nation when it comes to the number of traffic fatalities where the driver or motorcycle operator was legally drunk. Last year, Texas experienced an increase in the number of motor vehicle traffic fatalities. The 2008 death toll of 3,468 was an increase of 0.20% from the 3,461 deaths recorded in 2007. In 2008, there were 975 people killed in motor vehicle traffic crashes where a driver was under the influence of alcohol. Deputy-2SAN ELIZARIO, TX-   Wednesday morning 09-16-09 at 9:30 AM, Sheriff’s Deputies were dispatched to the area near 400 Camino Del La Rosa located in San Elizario, TX in reference to an injured party. Information received indicated three individuals had been attacked by a swarm of bees. Deputies arrived to find that a 35 year-old male who was stung multiple times had already been transported by a friend to a local area hospital.

The two other individuals, 43 & 18 year-old males were treated at the scene by Life Ambulance Medics for stings they sustained (minor injuries). Both refused to be transported to the hospital. The San Elizario & Socorro Fire Departments arrived on scene & sprayed foam on the bees in order to subdue them.

Deputies conducted a follow-up at a local hospital to check on the status of the 35 year-old male who was identified as JUSTIN OTTON (35). OTTON is employed by the El Paso County Water Improvement District and was clearing the weeds along the canal that runs parallel with Camino De La Rosa when he was attacked by the swarm of bees.

Deputies learned OTTON was operating a tractor with the windows rolled down when the bees suddenly entered the driver compartment and began stinging him. Hospital staff estimated OTTON had been stung approximately 200 to 300 times in the head, neck, face and hands. He remains in stable condition.

The other 2 victims of the bee attacks were identified as MARTIN CHAVEZ (43) & JOSUE CHAVEZ (18).

NewK9Patch EL PASO, TX-  Over the weekend two individuals were arrested on drug charges, the 1st arrest resulted during a traffic stop when a Deputy stopped a Blue Ford Mustang for a traffic violation in the 9600 block of Acer. As the Deputy made contact with the male driver (sole occupant) he noticed the driver to be extremely nervous and was evasive of questions asked of him. A K-9 search of the vehicle revealed 12 bundles inside the trunk resulting in 13 Kilos of cocaine. The driver was arrested and charged with POSSESSION OF CONTROLLED SUBSTANCE (Cocaine) o/400 grams.

The driver was identified as MARTIN AVILA (32) from the 3000 of Rivera El Paso, TX. He remains at the El Paso County Detention Facility under a $250,000 Bond.

Sheriff Badge SAN ELIZARIO, TX-  Late Monday afternoon 09-14-09 at about 5:27 PM, Sheriff’s Deputies were dispatched to the area of Hole in the Wall /Socorro Rd. in San  Elizario, TX in reference to a subject who sustained a gun shot wound to his arm. In coordination with Sheriff’s Office Dispatch Operators, usborderpatrolSheriff’s Deputies met with U.S. Border Patrol Agents who led them to the scene. Deputies arrived Border Patrol to Levee Marker 56 located on the south side of the fence adjacent to 13300 Petunia, San Elizario, TX and observed a male subject (in his 20’s) with a severe gunshot wound to his left arm. Life Ambulance along with Fabens Fire Rescue arrived on scene and tended to the injured. Southwest Air Helicopter was summoned to the scene & airlifted the subject to a local hospital.

The injured male subject claimed to be a Mexican National and told authorities he was shot on the Mexican side of the border.

For security reasons, the identity of the injured male subject or his current location / medical status will not be released at this time.

CRIMESCENECANUTILLO, TX- Saturday evening 09-12-09 at approximately 6:34 PM, Sheriff’s Deputies were dispatched to a residence in the 7100 block of Seventh, Canutillo, TX in reference to an accident involving a toddler. Deputies arrived moments later find a child unresponsive at the scene. Information received by Deputies indicated a 21- month old girl was outside playing as a white 2002 Ford Expedition driven by a 35 year-old woman (aunt) began backing out of the driveway. The SUV then struck by the child eventually running her over.

First responders administered CPR but could not resuscitate the young victim. The 21- month old toddler died at the scene as a result of her injuries. Due to the sensitivity & delicacy of handling the investigation. Crimes Against Persons Detectives were summoned to the scene to handle the case.

The deceased was identified as KIARA MORENO (DOB: 12-24-07) of the same residence in the 7100 block of Seventh St. Canutillo, TX.

CID Detectives spoke with several family members to include the 35 year-old driver of the SUV . At this point no charges will be filed on the driver of the SUV who will not be identified.

AUTOPSY RESULTS ARE PENDING.

Sheriff Badge  NORTHEAST EL PASO COUNTY, TX-  Early Monday morning 09-14-09 at about 10:23 AM, Sheriff’s Deputies assigned to the Warrant Division received an anonymous tip on the whereabouts of a WANTED SUBJECT. Deputies proceeded to the  Beverly Crest Inn located at 8709 Dyer El Paso, TX rm #137. As Deputies attempted to make contact with the resident, the sought individual was spotted by Deputies who refused to open the door. Deputies received information from the subjects mother that her son had barricaded himself in the motel room and was armed with a knife. Apparently the mother was in the same motel room with the subject but later managed to safely leave the room.

The sought individual was identified as GILBERTO GARCIA Jr. (34) of the 5000 block of Louis El Paso, TX. GARCIA was said to be schizophrenic & had not taken his medication for quite sometime. EPCSO SWAT & Crisis Negotiation Teams were summoned to the scene.

After attempting to make contact with GARCIA for about 2 hours, the SWAT Team made entry into the motel room & successfully took him into custody. The SWAT Team successfully utilized a TAZER to subdue GARCIA. EMS was initially called in to stand by prior to the incident and immediately tended to GARCIA once in custody. A full medical / psychological evaluation of GARCIA is underway.

GARCIA was wanted for several outstanding criminal warrants which included: 2 COUNTS OF AGGRAVATED ASSAULT W/ DEADLY WEAPON & UNAUTHORIZED USE OF VEHICLE.
