SHERIFF’S OFFICE SEEKS SUSPECT IN AGGRAVATED ROBBERY

EP SHERIFFF patch color small2Crime Stoppers of El Paso is assisting Deputies from the El Paso County Sheriff’s Office in identifying the person who tied up a security guard on the far east side of El Paso while committing an aggravated robbery, making this the “Crime of the Week.”

On Sunday, July 19th, about 3:30 in the morning, Sheriff’s Deputies were dispatched to the Conway Truck Stop located at 11090 Gateway East in reference to an aggravated robbery. When they arrived, they learned that an unknown male subject (possibly African-American) had tied up the security officer on duty and, with the assistance of an accomplice, stole a 2001 Monon, white trailer with CFI markings and Missouri license plates. The truck’s cargo consisted of 355 LG Flat Screen LCD television sets. The total value of the cargo is approximately $300,000.

On Friday of that same week, El Paso Police were dispatched to 7180 Merchant in east El Paso where they located the above trailer, but hitched up to another tractor…which itself had been reported stolen. The 355 TV sets were not found with the truck.

shirtsMONTANA VISTA-  Thursday night 07-30-09 at 7:40 PM, Strike Team Deputies conducted a traffic stop on a lack Chevrolet pick-up truck at the 5400 block of O'Leary. Reason for the stop was failing to signal intent to turn & for swerving off the roadway onto the right shoulder of the road. Deputies made contact with the driver (sole occupant) & noticed that the male driver was highly intoxicated.

Deputies conducted Standardized Field Sobriety Tests on the driver which he failed all tests administered. The driver was then arrested & charged for DRIVING WHILE INTOXICATED.  The driver later voluntarily provided a breath sample resulting in his Breath Alcohol Content being over 4 times the legal limit. Due to his high intoxicated level Deputies transported the driver to the University Medical Center of El Paso for a Medical evaluation prior to booking. The driver was identified as MOISES VELASQUEZ- SANCHEZ (26) of the 15000 block of Ryan Wesley El Paso, TX

handcuffs EL PASO, TX – Early Friday morning 07-31-09 at 9:00 AM, WANTED FUGITIVE ROSA BUENDIA turned herself in to Sheriff’s Officials. BUENDIA told authorities she has seen herself on television as MANHUNT MONDAYS Most Wanted Fugitive & was overwhelmed by the coverage & was tired of running. She was taken into custody, booked & remains at the El Paso County Detention Facility under a $20,000 BOND.

BACKGROUND:

In November 2007- ROSA BUENDIA & an accomplice visited Hoy Fox located at 7200 Viscount, El Paso, Texas & submitted a loan application to purchase (2) vehicles,  a 2008 Infiniti worth $66,129.63 and a second 2008 Infiniti worth $60,000.00. The applications were approved & the vehicles were sold.

It was later discovered BUENDIA fraudulently used another woman's identity (from Illinois) to purchase both vehicles. BUENDIA was positively identified in a photo line-up by car salesmen.  Authorities attempted to catch up to BUENDIA & retrieve the vehicles but it was too late. BUENDIA successfully schemed her way in obtaining both vehicles with her deceitful methods.

BUENDIA knew she was wanted & remained on the run eluding capture. It was believed she remained in the El Paso, Texas area. BUENDIA was the 4th female to ever be featured on MANHUNT MONDAY.

ArrestedCANUTILLO, TX- On Thursday, July 30, 2009, at 6:51 PM, Sheriff Deputies were dispatched to a Burglary of Building call at Ramon’s Beer & Market located at 7616 Doniphan, El Paso County, Canutillo, TX. Responding Deputies in coordination with Dispatch Operators observed a vehicle matching the description given of a suspect vehicle (Blue Honda CRV) involved in the burglary. A traffic stop on the Honda was conducted at the intersection of Doniphan and Valley Chile. Deputies observed there was 4 occupants in the vehicle. Deputies had all parties exit the vehicle & separated. After further investigation, Deputies determined all stories given by the occupants were conflicting. Deputies also located (in plain view) 4 (20) packs of Bud Light, 2 Marlboro Cigarette packs and 3 (3) liters of Coca Cola inside the vehicle.

Further investigation revealed 2 (male & female) of the 4 subjects detained had in fact burglarized the business. Entry into the business was made thru a window.

The couple was arrested & charged with BURGLARY OF A BUILDING. They were identified as LUIS VASQUEZ (38) of the 300 block of Chicken Farm Rd. Anthony, TX & CAROLINA RAMOS (29) of the 1200 block of Katy Chaparral, New Mexico. Both remain at the El Paso County Detention Facility.

COUNTY JAILS PASS ANNUAL INSPECTION BY TEXAS COMMISSION ON JAIL STANDARDS (TCJS)

EL PASO, TEXAS-  During the week July 27-30, 2009, the Texas Commission on Jail clip_image002Standards (TCJS) inspected the El Paso County Detention Facility (Downtown) and the Jail Annex. The TCJS inspectors found both facilities to be in compliance with no deficiencies “surpassing all inspections from previous years”. The final report by the Executive Director of the Texas Commission of Jail Standards and the Certificate of Compliance will be sent to El Paso County Sheriff Richard Wiles and County Judge Anthony Cobos in accordance with VTCA Chapter 511 and the Texas Minimum Jail Standards.

PM J ANNEX17The Commission inspects all areas of the County jails, to include its records and reports, inmate services, health and safety, emergency procedures, medical and food services, and overall operation and management of the facilities.

This is the 12th year in a row the Texas Commission on Jail Standards has certified the El Paso County Detention Facilities (Downtown Jail/Jail Annex).

The Commission inspectors complimented the Sheriff and Command Staff on the professionalism and knowledge of the staff assigned to these facilities.  The inspectors also commented on the cleanliness and security of the facilities, as well as the exemplary way all officers carried out their duties and provided for a safe and clean environment for all County inmates.

RESULT: Intruder eludes capture / investigation continues

Canutillo, TX- Late Tuesday evening 07-28-09 at 7:42 PM, Sheriff’s Deputies were responding to a Burglar Alarm call at a residence located in the 300 block of La Florida in Canutillo, TX. A Sheriff’s Deputy patrolling nearby arrived at the residence to find the rear door (forced entry)completely open & observed a male subject flee into the home. An assisting APD Officer arrived moments later where heSO SWAT TEAM MEMBER & the Deputy began clearing the home room to room. While conducting a protective sweep of the home, authorities noticed the cover / hatch leading to the attic appeared to be breached / moved. Responding Deputies arrived moments later & established an outer perimeter of the home & assisted in clearing the residence.

While Deputies were securing the home, a noise (movement) suddenly emitted from the attic area. Deputies believing the subject had made his way into the attic attempted to call out to the subject several times in an effort to get him to surrender- but no contact was made. After making a safety assessment of the incident, Sheriff’s Office SWAT & Crisis Negotiators were summoned to the scene.

SO SWAT ARMORED VEHICLESWAT arrived & assembled on scene relieving the Deputies who had secured the interior of the home. The Crisis Negotiation Team then moved into position & began assessing the situation. SWAT deployed a “throw phone” (line of communication) into the attic in an attempt to make contact with the alleged intruder. After about an hour of not making contact with the subject. EPPD K-9 was requested. EPPD K-9 Team along with SWAT members made their way into the attic & searched the area but were not able to locate the subject. SWAT conducted a secondary search of the home but to no avail did not locate the intruder.

It was later determined that the cover / hatch to the attic which had been moved by the intruder had toppled over as the residence was getting cleared causing the noise. It was confirmed by the homeowner that the attic entry way had no reason to be open. Sheriff’s Officials also determined that as the responding Deputy & APD Officer (2) were conducting a protective sweep of the large home from room to room, the subject managed to escape through one of the 5 exits.

Right now, Sheriff’s Deputies are still following a strong lead on who is responsible for the break-in as the investigation continues. The homeowners were not home at the time of the incident. Neighboring homes were evacuated.

Despite not finding the offender, safety measures were taken for all involved, we treated the scene / situation as if there was an individual barricaded inside the home- said Deputy Jesse Tovar

shirts El Paso County, TX- On Thursday, July 23, 2009, at 6:30 PM, Strike Team Deputies were patrolling near the 7400 block of Alameda in the Lower Valley when they observed a blue Buick Regal traveling westbound at a high rate of speed. Sheriff Deputies with radar in unit clocked the vehicle traveling at 56 mph, in a posted 40 mile per hour zone. Deputies conducted a traffic stop on the said vehicle 7400 block Alameda, El Paso County Texas. Deputies made contact with the driver & immediately smelled a strong odor of an unknown alcoholic beverage coming from his breath & person, he also had slurred speech & bloodshot eyes. Deputies also observed two children in the vehicle. The driver was then asked to standardized field sobriety test and he agreed. The driver failed the field sobriety tests & intoxilyzer results indicated the driver was twice over the legal limit. The driver was charged and arrested for DRIVING WHILE INTOXICATED w/ PASSENGER u/ 15. He was identified as JOSE LUIS CASTILLO (40) of the 8200 block of Alameda El Paso, TX

Further investigation revealed CASTILLO had a prior conviction for Driving While Intoxicated. The children ages ages 7 & 12 were released to a relative.

shirtsEl Paso County, TX- On Wednesday, July 22, 2009, Strike Team Deputies at the request & in coordination with Juvenile Probation Dept. Officials & El Paso Independent School District Officers conducted 23 home visits on Juvenile Offenders thru the Juvenile Serious Habitual Offender Comprehensive Action Program (SHOCAP) program. The Program is a systemic information-based process for dealing with the small population of chronic and recidivist juvenile offenders committing serious crimes in our community.  Studies have shown that a small number of chronic juvenile offenders commit a disproportionate amount of juvenile crimes and that, in the absence of effective intervention, these same offenders are likely to continue their criminal careers as adults.

This one day operation covered all parts of the city and county to include Fabens, Montana Vista, Tierra's area, Central, Canutillo and West El Paso.

Among the Juveniles who received home visits from officials, many of them have been convicted for violent offenses which included;

 JOSE ADRIAN CASTILLO has a long wrap sheet of Forgery, Tampering with Government Records, Deceptive Business Practices, numerous Thefts & even Falsely Holding himself out as a Lawyer.

November 2007- CASTILLO was profiled as Crime Stoppers of El Paso “Crime of the weekWANTED FUGITIVE. CASTILLO at the time was approaching elderly women and playing on their sympathies by deceitfully telling them he had terminal cancer and was trying to “tie-up loose ends” before he died. CASTILLO would gain their sympathy & ask to borrow their credit card. On one occasion, he used a borrowed credit card to rent a BMW automobile which was never returned. On another occasion, he placed more than $25,000 in merchandise purchases on the targeted individual’s credit card.

February 2009-  CASTILLO was residing at an apartment complex in west El Paso, TX where he befriended a neighbor & told him he was from a prominent family and was in the process of building a home off of Stanton Street. CASTILLO borrowed the Victim’s 2005 Nissan Titan truck to move his belongings & was never seen from again.

Recent Events- CASTILLO was recently drumming up support for downtown revitalization among downtown businesses. CASTILLO is said to have recently solicited thousands of  dollars in donations for this cause.

JOSE ADRIAN CASTILLO is 46 years of age, described as Hispanic male, 5-foot 10-inches tall, 200 pounds, with a light complexion, brown eyes and brown hair. CASTILLO is charming & is known to claim numerous business relationships with prominent members of society. In some cases, CASTILLO claims to be diagnosed with terminal illnesses in an effort to receive sympathy from his Victims.

EP SHERIFFF patch color small2 Crime Stoppers of El Paso is assisting Deputies from the El Paso County Sheriff’s Office Special Traffic Investigations (S.T.I.) unit in identifying the person who hit a motorcycle in Canutillo and fled the scene, leaving the driver of the motorcycle to die from his injuries, and making this the “Crime of the Week.” EPCSO STI

On Sunday night, July 5th, about 11:15 P.M., Sheriff’s Deputies were dispatched to a motor vehicle accident involving a motorcycle at the intersection of Doniphan and Holguin in Canutillo. There they found a red 2008 Harley-Davidson motorcycle laying on its side, and an unresponsive male with serious injuries lying nearby. The second vehicle in the collision left the scene prior to the arrival of the Deputies. The driver of the motorcycle was identified as 38-year-old Juan Antonio Contreras of the 300 block of Miller in Anthony, N.M. Sadly, Contreras died at the scene before he could be airlifted to a hospital.

S.T.I. investigators believe the motorcycle was traveling north on Doniphan and that the 7-17-09 Hit  Run Vehicle Photo second vehicle was traveling west on Holguin when it entered the intersection and was violently impacted by the motorcycle. The second vehicle is believed to possibly be a light gray or silver Chevrolet 1500 series pickup truck, late 1990’s or early 2000 model. It is believed that this vehicle will show red paint and damage on its left side. The investigation continues.

Sheriff Badge El Paso County, Texas-  Late Thursday night  07-16-2009 at approximately 10:23 PM, a Sheriff’s Deputy was dispatched to the El Paso Transitional Center (formerly the Intermediate Sanction Facility (ISF) located at 1650 Horizon, El Paso County, TX in reference to pick up a wanted subject. the Deputy arrived a short time later and contact with a correctional officers at the facility. The Deputy then took custody of the inmate / wanted subject for a Parole Violation proceeded to escort him out of the facility. The wanted subject had a history violence & is was a confirmed MEXICAN MAFIA (EME) gang member.  As they exited the facility, the Deputy observed a silver Chrysler 300 M stopped outside in the facility parking lot. The Deputy observed that the vehicle was occupied by several subjects & observed two unknown males outside of the vehicle, at which time the inmate began pulling away from the Deputy. The Deputy immediately sensing something was wrong, forcibly had to escort the inmate back into the facility & releasing him to the custody of correctional officers while he called for assistance.

The Sheriff’s Deputy with the assistance of correctional officers approached the vehicle when suddenly the two subjects standing outside the vehicle fled on foot into the desert. The Deputy approached the vehicle where 3 occupants remained inside (female driver, backseat female passenger, backseat male passenger). The male subject sitting in the back seat kept telling the female driver to drive off saying “just go”.  The Sheriff’s Deputy ordered the female driver to turn off the vehicle & she complied as the male passenger continued to yell at her to drive away. All subjects were then ordered to put their hands up & exit the vehicle. The 2 female occupants exited the vehicle & were taken into custody. The male subject refused to exit the vehicle & had to forcibly be removed being extremely combative with the Sheriff’s Deputy & correctional officers. Assisting Deputies arrived moments later to help subdue the subject who continued to put up a struggle with Deputies. A search of the immediate desert area for the two male subjects that fled on foot commenced immediately.

seal Air support was requested to search for the fleeing subjects.  United States Customs & Border Protection Air Support responded to the area & assisted authorities on the ground in searching for the suspects. Several shoe impressions were found & tracked in the desert area but were lost once entering the Sparks area. The intense search was called off a short time later.

Further investigation by Deputies revealed the backseat male passenger in custody was in fact brother of the inmate that was to be transported. The subject was identified as ARMANDO MARTINEZ (27) of the 1800 block of Andalucia El Paso, TX. MARTINEZ continued to be combative the entire time in custody spitting and threatening Deputies. MARTINEZ was also identified as a confirmed MEXICAN MAFIA (EME) gang member with an extensive violent criminal history with previous arrests such a  ENGAGING IN ORGANIZED CRIMINAL ACTIVITY (2) & a MURDER conviction . MARTINEZ was arrested & charged with multiple offenses & remains incarcerated at the El Paso County Downtown Detention Facility.

ARMANDO’S brother (inmate) was identified as ROLANDO RAMOS MARTINEZ (36) of Corpus Christi, Texas. ROLANDO is also a confirmed MEXICAN MAFIA (EME) gang member.

handcuffs El Paso, Texas- On Tuesday 07-14-09 9:00 PM Deputies conducted a traffic stop on a grey Mitsubishi Lancer at the intersection of Lee Trevino and Montana for a traffic violation. As the Deputy exited his patrol unit, the driver sped off at a high rate of speed. At that point a pursuit ensued eastbound on Montana at speeds of 60 mph. The Deputy coordinated thru Dispatch Operators with responding Deputies who were awaiting at the intersection of Joe Battle & Montana. As the vehicle approached the intersection, Deputies deployed “Stop Spikes” successfully deflating the Lancers tires disabling the vehicle. The vehicle came to a stop just passed the intersection (east). The female driver of the vehicle (sole occupant) refused to exit her car and had to be extracted by Sheriff’s Deputies. Upon making contact with the female driver, Deputies immediately smelled a strong strong odor of an unknown alcoholic beverage coming from her breath and person. The driver continued to be belligerent & combative with authorities during the time she was in custody of Sheriff Deputies.

Deputies arrested & charged the driver for EVADING ARREST / DETENTION w/ VEHICLE & DRIVING WHILE INTOXICATED.  She was identified as ZONNIA RODRIGUEZ-LOBERA (39) of the 100 block of E. Castellano El Paso, TX

copandrobberUniversity Medical Center- Late Tuesday night 07-14-09 at 10:27 PM, Sheriff’s Deputies were dispatched to University Medical Center of El Paso located at 4815 Alameda in El Paso County TX in reference a burglary of vehicle that had just occurred. Deputies arrived minutes later and made contact with the Reporter / victim who told Deputies that at about 10:15 PM, he and his wife were walking back to their blue color Honda Prelude which was parked on the first floor hospital parking garage. The Victim stated they observed a male subject / Offender close to their vehicle allegedly looking for a dog. The Victim stated as he approached his vehicle, he observed the driver side door open and some of his belongings that were located inside of the vehicle’s trunk located out in front of his vehicle. The Victim immediately turned to the direction of the subject looking for his dog and observed him run towards the hospital. The Victim went on to locate his car stereo on the ground 3 parking spots away from his vehicle next to a red duffle bag. The Victim then contacted the Hospital security and informed them of the incident. Hospital Security staff were able to locate & detain a subject matching the description provided by the Victim of  the subject he encountered in the garage. The subject was later positively by the Victim. 

Surveillance video showed the offender breaking in to vehicle & removing items from the truck. Surveillance video also showed the Offender carrying the red duffle bag & concealing the duffle bag under a vehicle. Deputies arrested & charged the offender with BURGLARY OF VEHICLE. The offender was identified as ARTURO RODRIGUEZ (22) of Half Moon St. El Paso, TX. After his arrest RODRIGUEZ stated; “the guy asked for it because he left his car open” and also stated his intentions were only to take the car stereo because the rest of the items were useless. RODRIGUEZ remains incarcerated at the El Paso county Detention Facility.

 DWI ENFORCEMENT 

EL PASO, TX- The El Paso County Sheriff’s Office Traffic Section in coordination with Patrol Deputies conducted a DWI Enforcement wave during the period of June 26, 2009 thru July 5th, 2009. During 4 days in that time period, extra officers were utilized to focus DWI patrols within high risk locations during times when alcohol-related crashes are most frequent. Our goal was to reduce the number of fatal or serious injury collisions. Working during hours determined to be peak impaired driving hours, Deputies worked a total of 192 hours during this 4th of July enforcement period- 8 hours a night in various locations within El Paso County, TX. No major traffic accidents were reported during this time period in the unincorporated areas of the county.

EL PASO COUNTY, TX- In years past, the 4th of July Holiday has proven to be the busiest day in the county, especially the Montana Vista Area. Sheriff’s Deputies intensified their patrols during this past 4th of July holiday responding to calls & looking out for criminal activity or disturbances in progress such as underage drinking parties & criminal mischief incidents. No major incidents were reported during this years holiday- surprisingly, the Lower Valley (Clint, San Elizario, Fabens, Tornillo, Las Colonias areas) had an equal amount of calls as the Montana area.
