    VEHICLE AUCTION

     (El Paso, TX)– The El Paso County Purchasing Department will be holding a vehicle auction on Saturday, November 15, 2008.

    The Auction will be held in 12501 E. Montana, behind the County Jail Annex. The doors will be open for viewing and registration from 7:30 a.m. to 9:00 a.m. The auction begins at 9:00 a.m.

    Items to be auctioned include 1968 Chevy Malibu, 1995 Crown Victoria, 1995 GM Top kick, a Boat with trailer, and much more.

    Terms are cash or checks. Positive Picture ID is required.  All items will be sold “As is”, “Where is”, “With no Warranty or Guarantee”.

    The Purchasing Department reserves the right to add or delete items from the auction list. 

    Any announcements made at the auction will take precedent.
    Sold items must be removed by the close of the auction. 

    No Children under the age of 16 will be permitted in the car lot; this rule will be fully enforced.

    La subasta se llevara a cabo en el numero 12501 este de la Montana, detrás del anexo penitenciario del condado.
    Las puertas abrirán  de  7:30 AM a 9:00 AM para revisión del inventario y registro de los participantes.
    La subasta dará inicio a las 9:00 AM

    Entre los vehículos que serán ofrecidos al público se encuentra un auto marca Chevy modelo Malibu fabricado en 1968, varios autos marca Ford, modelo Crown Victoria de diversos años, un Dompe GM fabricado en 1995, un bote con trailer y muchos otros artículos  más.
    Dinero en efectivo o cheques serán aceptados como términos de pago. Es requisito verificar la identidad del comprador mediante una identificación oficial. Todo el inventario será vendido como esta y donde esta,  sin garantía o garantías.
    El Departamento de Compras se reserva el derecho de incrementar o remover artículos de la lista.
    Cualquier anuncio hecho en público será considerado como venta final.
    Los artículos que fueron adquiridos durante la subasta deben de ser removidos al concluir la misma.

    La celebración se realizara el viernes 31 de octubre desde las 9:00 a.m. hasta las 5:30 p.m.Los invitados pueden venir disfrazados y disfrutar de un ambiente seguro al pedir dulces cuando visiten la oficina del County Clerk ubicada en el primer piso del edificio de la corte.
    La oficina del County Clerk es la encargada de expedir certificados de nacimiento o defunción, entre otros documentos oficiales de la comunidad.

    County Clerk Delia Briones started the countdown for a Monstrous Halloween Celebration and is calling all witches, ghosts and goblins to visit the haunted County Clerk’s Office and receive candy treats on Friday, October 31, 2008 from 9:00 a.m. to 5:30 p.m.
    Guests can come in costume and enjoy a safe environment for trick-or-treating by visiting the County Clerk Office located in the first floor of the county courthouse. 
    The County Clerk’s Office is the repository for the entire community’s birth to death certificates, so the County Clerk wants to show the community that they are not just about filing births, marriages or land records.  
    “It’s about having fun and enjoying the company of the children of our community during this season. It’s all about promoting safety for our kids,” said Briones.

  • COMMISSIONERS COURT HIGHLIGHTS FOR MONDAY, OCTOBER 27, 2008

    FOR IMMEDIATE RELEASE         MONDAY, OCTOBER 27,2008 

    NEW PARKING GARAGE TO BE BUILT 

    (El Paso, Texas) -- In today’s meeting, the members of the El Paso County Commissioners Court approved the construction of a parking garage to be located next to the $10 million future center for children with mental and emotional problems.
    During the regular meeting members of the court voted three to one to adopt option number four.
    This agreement was reach after reviewing four options for the on-site parking presented by representatives of the local firm Wright & Dalbin Architects, Inc.
     The new parking garage will be built at an estimated cost of $2.8 to $3.25 million and will provide 533 parking spaces for employees and families utilizing mental and emotional health services that will be provided in the center to be built next to the Juvenile Detention Center on Delta Street. 
    Commissioner Pct. 1 Luis Sariñana, Commissioner Pct. 2 Veronica Escobar and Commissioner Pct. 4 Dan Haggerty voted in favor of the project.
     “I liked this option because it also provides room for future expansion and the parking garage will be close to the facility where the kids will be looking for treatment,” said Comm. Sariñana before casting his vote. 
    El Paso County Judge Anthony Cobos said that he was very disappointed that the county decided to spend four hundred thousand dollars for one hundred less parking spaces.
    Commissioner Pct. 1 Miguel Teran was absent in today’s meeting.

  • KID FISHIN' DAY TOMORROW AT ASCARATE LAKE

    (El Paso, Tx) -- The El Paso County Parks and Recreation Department invites the public to participate in a splashing fun day for the whole family.

    The Annual “Kid Fishin’ Day” will be held tomorrow at Ascarate Park.

    Registration begins at 7:30 am, ends at 10:30 am

    Supervision and guidance from fishing experts and game wardens will be available to participants of the event.
     

    You just need to bring your fishing pole and bait will be provided. Anybody without a fishing pole will be provided one (while supplies last).
    Free hot dogs and refreshments will be served to all registered children up to 16 yrs old, while supplies last!

  • COMMISSIONERS COURT HIGHLIGHTS FOR MONDAY OCTOBER 13,2008

    FOR IMMEDIATE RELEASE                           Monday, October 13, 2008

    COURT DENIES TAX INCENTIVE TO PRIVATE DEVELOPER 

    (El Paso, Texas) -- In a 3 to 1 vote members of the Commissioners Court denied a motion to provide up to $4 million in tax incentives to a private developer looking after remodeling the old Farah building to create a state of the art shopping center.

     

    For over two hours the members of the El Paso County Commissioners Court heard points of view of proponents and opponents of the project presented by Hawkins Regency, LLC

     

    After the presentations and public comment, Pct. 1 Commissioner Luis Sariñana, in which the Farah property is located, made a motion to deny the reimbursement of sale and property taxes to the developer.

     

     The motion was seconded by Pct. 3 Commissioner Miguel A. Teran.

     

    “I am very concerned about the possible cannibalization of stores from one place to another,” he stated.

     

    He added that he believed it is important that the Commissioner Court understands that they have to support the business community and make the tax base grow. “But I don’t think this project does that,” Sariñana added.

      County Judge Anthony Cobos said that he could not support the proposal. “In the future I don’t want the county having less sales tax money that we use to help us reduce property taxes to county residents,” he said.  
     

    Pct. 2 Commissioner Veronica Escobar, which sponsored the agenda item in today’s meeting, voted against the motion to deny the tax incentive.

     

    Pct. 4 Commissioner Daniel R. Haggerty was not present in the meeting.

     

    COURT ADOPTS RESOLUTION TO SUPPORT VOTER EDUCATION

    Commissioners Court today voted in favor of a resolution to support voter education and outreach during the month of October.

    The resolution states that through civic engagement, the citizens of El Paso County will be empowered and have a greater voice in local, regional, state, and national government.

    Pct. 2 Commissioner, Veronica Escobar, sponsored the resolution which was seconded by Pct. 1 Commissioner Luis Sariñana.


    Escobar stated that through educating the citizens of the County of El Paso, the rights secured each citizen by the 26th amendment of the U.S. Constitution.


    Early voting is schedule from October 20th  through October 31st, 2008.


    The last day to apply for a ballot by mail is October 28,2008 and the Presidential General Election is November 4th.

     (El Paso, Texas) – El Paso County Elections Administrator, Javier Chacon, reminds the El Paso County residents that the deadline to register to vote to be eligible to participate in the November 4 presidential general election is today.

    Applications are available at the County Elections Administration office located at the 4th floor of the courthouse and city libraries and postal offices.

    Online registration forms can be downloaded from the Texas Secretary of State at
    http://www.sos.state.tx.us/elections/voter/reqvr.shtml

    The registration applications downloaded from the website must be mail-in and postmark by Monday, October 6th.

    The voter registration cards shall be mail to the County of El Paso Elections Department at 500 E. San Antonio, Suite 402, El Paso, Texas, 79901.

    When registering to vote, please have your driver’s license, your Social Security Card (last four digits) or other form of identification that lists your current address.

    To be eligible to register to vote in Texas, you must:
    • Be a U.S. citizen;
    • Be a resident of the county
    • Be 18 years of age (You may register at 17 and 10 months);
    • Not a convicted felon (unless a person’s sentence is completed, including any probation or parole)
    • Not declared mentally incapacitated by a court of law

    Court Adopts Proposed Effective Tax Rate for New Fiscal Year 


    (El Paso, TX) - Commissioners Court adopted on Monday the proposed effective tax rate for the new fiscal year. This decision kept property taxes for the County at the same level as last year.
     

    “This budget will raise about 5.3 million more in property taxes than last year’s budget,” said County Auditor, Edward A. Dion.
     

    Among the reasons given for maintaining the same rate were; the increase in property values and the construction of new homes that resulted in $3.6 million in additional revenues.

    The proposed effective tax rate for this year is of $0.342437, which is lower than last year’s $0.360267.
     “This year, we were able to keep the effective tax rate and that means no tax increase for El Paso County residents,” said El Paso County Judge, Anthony Cobos. 

    The approved budget for the 2008-2009 Fiscal Year is of $274.8 million and leaves a fund balance of $22 million, a reserve of 10.5 percent.

    The budget includes a 4 percent cost of living salary increase for all county employees, plus a 2.5 percent step increase to elegible personnel.

    Before the members of Court of Commissioners cast their final vote for the adoption of the operating budget, the County Judge thanked all heads of departments and elected officials for being fiscally responsible with taxpayers’ money.
